About the Role

We are recruiting a Planning Enforcement Manager to lead Nottingham City Council’s Planning Enforcement service. This is a senior operational role with responsibility for managing a specialist enforcement team, setting priorities and ensuring timely, proportionate and legally robust action on breaches of planning control.

You will provide expert advice on complex and sensitive cases, including listed buildings, unauthorised uses and high‑profile developments, working closely with Legal Services, elected Members and partner agencies. The role combines strong leadership, sound professional judgement and a balanced approach that secures compliance while maintaining public confidence in the planning system.

You’ll play a key role in protecting Nottingham’s historic environment, supporting regeneration and ensuring development is carried out responsibly across a diverse and growing city. This is a challenging but rewarding role for an experienced professional who enjoys exercising judgement, leading people and making a visible difference.

About You

The ideal candidate will have:

* A relevant qualification: A degree (or equivalent professional experience) in town planning, urban planning, law or a related discipline, with evidence of ongoing professional development.
* Significant planning enforcement experience: Substantial experience dealing with planning enforcement matters, including complex or sensitive cases, and exercising sound professional judgement on expediency, harm and proportionality.
* Strong leadership and people management capability: Proven experience of managing or leading staff, setting priorities, allocating workloads and driving performance and service improvement within a regulatory or public‑facing environment.
* Excellent knowledge of planning enforcement law and practice: In‑depth knowledge of relevant planning legislation, policy and case law, and the effective use of formal enforcement powers to achieve lawful and proportionate outcomes.
* High‑quality investigation and decision‑making skills: Strong investigative, analytical and problem‑solving skills, with experience of preparing robust evidence, reports and formal notices, and working confidently with legal advisers.
* Excellent communication and influencing skills: The ability to communicate clearly and professionally with a wide range of audiences, including Members, colleagues, partners, developers and members of the public, both in writing and verbally.
