Contract Status: Permanent
GCC Salary: Grade 11 / LDR3b, £,.32 - £,.51, Hours per week: 35

Glasgow City HSCP is seeking an exceptional and visionary leader to take on the role of Assistant Chief Officer – Human Resources and Organisational Development. This is a pivotal position within the Resources Leadership Team, reporting directly to the Depute Chief Officer – Finance and Resources, and forming a key part of the HSCP Executive and Senior Management Teams. The successful candidate will also maintain professional and performance links with both NHS Greater Glasgow and Clyde and Glasgow City Council HR leadership.

This role offers a unique opportunity to lead the strategic and operational delivery of HR and OD services across one of Scotland’s most complex and dynamic health and social care partnerships. You will be responsible for shaping and implementing the HR strategic plan, driving workforce change initiatives, and ensuring alignment with both local and national objectives. Your leadership will be instrumental in fostering a culture that promotes person-centred care, staff wellbeing, and organisational excellence.

You will lead a multidisciplinary team of approximately staff across HR, Learning and Development, Health and Safety, and Organisational Development, managing a combined budget of around £5 million. Your remit will include workforce planning, performance management, service redesign, and the consistent application of HR policies and governance standards across both NHS and Council frameworks.

We are looking for a candidate with a strong track record of senior HR leadership in a complex, multi-professional environment. You will be educated to Masters level or equivalent, with Chartered Membership or Fellowship of the CIPD. You will bring extensive experience in strategic planning, organisational change, employee relations, and partnership working. Your ability to lead through influence, inspire high-performing teams, and deliver results in a politically sensitive and unionised environment will be critical to your success.
