Key Responsibilities

The postholder is responsible for assisting the Deputy Principal to administer the key processes to enable ALB Governance accountability and Sponsorship role for the Council for Catholic Maintained Schools (CCMS) and the Education Authority (EA) under the Department of Finance publication Managing Public Money Northern Ireland. The post holder is also responsible for administering the key processes for all public appointment competitions. Responsibilities include:

Coordinate, timetable and provide administrative support to regular Governance and Accountability Review Meetings (GARs). This will include but is not limited to collating relevant input, providing comprehensive background briefing, transcribing accurate minutes and monitoring follow up actions to ensure they are completed.

Manage the process for CCMS and EA Chief Executive Officers, (CEO's) annual objectives and performance appraisal arrangements. To ensure receipt and monitor of ALB Chairs and member performance appraisal arrangements.

Manage the process for ALB's annual and Mid-year Governance Statements, Directors Subsidiary statements and the DE Governance Statement. To review and provide feedback on ALB Governance Statements.

To assist in the development and updating of DE and ALB Sponsor manuals, DE Governance and Accountability Oversight Manual, and monitoring of ALB Board Effectiveness Reviews.

Manage the process for DE public appointment competitions for Chairs and members of the various ALBs Boards, in line with the Code of Practice for Ministerial Appointments. Liaise with Sponsor Directorates/Teams and ALB personnel on all aspects of Public appointments.

Assist with the implementation and review of the new Partnership Agreements between DE as sponsor Department and CCMS and EA.

Provide support to other EGT functions, including (but not limited) to sponsorship of EA and CCMS and DE ALB governance requirements.

Provide Ministerial support in the form of high quality, timely and accurate briefing for the Minister, Senior Officials and the Education Committee, drafting responses to Assembly Questions, Ministerial Correspondence, and Committee Official Reports and responding to Freedom of Information (FoI) and Data Protection/GDPR enquiries.

Provide effective direct line management responsibility. The postholder may however from time to time be required to assist with management responsibilities for staff within the wider team.

The above is intended to indicate the broad range of responsibilities and requirements of the post. It is not an exhaustive list, and the postholder may be required to carry out other duties as directed by the Head of Branch/Division according to business needs.


Essential Criteria

* 5 GCSEs incl. English & Maths and a Degree certificate
* Minimum 1 years' experience of working in governance/compliance

Excellent IT skills, including use of Microsoft Word and Excel.
Excellent communication skills.
Proven ability to use own initiative.
