Neway International are seeking a Housing Resettlement Officer to join our client based with Swale and Maidstone Borough Council. Location: Trinity House, 20 Church St, Maidstone, Kent, ME14 1LY Hours: 37 per week Start Date: 13 April 2026 Duration: on-going Rate: PAYE £19.00 per hour / Ltd/Umbrella £24.65 per hour Work Pattern: 4 days on-site at Trinity; Wednesday working from home About the Client Swale and Maidstone Borough Council are committed to delivering high‑quality, customer‑focused housing services that support vulnerable households, reduce homelessness, and enable sustainable move‑on pathways. Their Housing & Inclusion Section plays a key role in delivering statutory duties, supporting community wellbeing, and ensuring safe, suitable accommodation for residents. The Role The Housing Resettlement Officer will act as a caseworker for applicants owed the main housing duty, providing tailored advice, guidance, and practical support to help households move from temporary accommodation into settled housing. Working within the Accommodation Resource Team, the post holder will assess suitability, manage caseloads, update Personalised Housing Plans, and ensure all statutory requirements under the Housing Act 1996 Part VII are met. This role is based primarily at the Community Hub in Trinity, with one day per week working from home. Key Responsibilities Provide a dedicated, empathetic service to clients owed the main housing duty, assessing housing and support needs and identifying interventions to remove barriers to securing accommodation. Maintain comprehensive knowledge of homelessness legislation, including Part 7 of the Housing Act 1996 (as amended), the Homelessness Code of Guidance, welfare benefits, and social care frameworks. Conduct client assessments and interviews, including home visits, in line with statutory duties and relevant case law. Manage a caseload of main duty homelessness cases, developing and reviewing Personalised Housing Plans to support move‑on. Advise clients on the full range of housing options, including the Housing Register, private renting, supported accommodation, mortgage advice, and shared ownership. Liaise with landlords to overcome move‑on barriers, including negotiating repayment plans, resolving arrears, and offering incentives such as rent in advance and tenancy sustainment support. Complete income and expenditure assessments to determine affordability and suitable housing options. Provide advice on tenancy support services including income maximisation, DHPs, mutual exchange, debt advice, and rent arrears support. Hold a full clean UK driving licence to conduct home visits at various locations including prisons, hostels, hospitals, and client homes. Prepare and issue statutory S184 decision letters and referrals to other authorities where local connection lies elsewhere. Maintain accurate written and digital records, reports, and monitoring information. Build effective working relationships with internal teams, external agencies, landlords, voluntary organisations, and service users. Respond to enquiries from clients, advocates, solicitors, councillors, MPs, and housing providers within corporate response times. Assist with identifying households for direct lets, assessing suitability, and recording outcomes. Complete administrative tasks associated with the role. Adhere to all health and safety requirements and Council policies. Demonstrate commitment to safeguarding responsibilities and the Council’s Strategic Plan. Uphold the Council’s Equal Opportunities Policy. Candidate Requirements Strong understanding of homelessness legislation, particularly Housing Act 1996 Part VII and the Homelessness Code of Guidance. Experience in housing, homelessness, tenancy sustainment, or related support services. Ability to manage a varied caseload and produce accurate statutory documentation. Confident in conducting assessments, interviews, and home visits. Excellent communication and negotiation skills, with the ability to work with vulnerable households and external partners. Strong organisational skills and accurate record‑keeping. Full clean UK driving licence. Ability to work independently and as part of a multi‑agency team.
