Warwickshire County Council's Parking Management Team is a small, dynamic group dedicated to managing and improving parking services across various projects and schemes, as well as ensuring compliance with statutory requirements. We are seeking a highly motivated and hands-on Parking Projects Officer to deliver a diverse portfolio of strategic parking and enforcement projects. In this pivotal role, you will independently manage all aspects of project planning and execution, oversee contract renewals, drive service improvement initiatives, and act as the primary point of contact for customer queries and service requests, all supported by the Parking Management Service Manager.
Key Responsibilities
* Provide additional resource and leadership across multiple MTFS-aligned workstreams, including feasibility studies into adopting Part 6 Moving Traffic powers of the Traffic Management Act 2004; identify and prioritise suitable enforcement sites; scope and specify technology requirements such as ANPR systems, enforcement cameras, and back-office integration; plan statutory consultations with key stakeholders; ensure all operational, technical, and legal aspects are fully considered to support effective implementation and decision-making.
* Provide project management support for improvements to the County’s Resident Permit Scheme, including coordinating public engagement activities, managing formal consultations, and ensuring all stages of the project from planning to implementation are delivered effectively and in line with statutory requirements.
* Roll out the remaining phases of the School Keep Clear schemes across the County, coordinating with internal and external stakeholders to roll out enforceable restrictions at all remaining schools.
* Audit and rationalise existing Town parking restrictions including parking availability and utilisation, the charge periods and tariffs to improve consistency and support town centre vitality.
* Identify opportunities to improve efficiency in parking management and lead on the development and delivery of innovative projects that enhance service quality and responsiveness.
* Assist in the delivery of the Civil Parking Enforcement contract, ensuring contracts are renewed on time and aligned with County Council objectives; monitor performance against KPIs and drive continuous improvement in service delivery; oversee and manage the Civil Parking Enforcement contract, including renewals, contract variations, and ensuring full understanding of contract scope.
* Support legal compliance, risk management, and deputise for the Service Manager as required.
* Advise senior officers on CPE operations and contribute ideas to support Council objectives and service improvement.

* Strong leadership and project management skills, with the ability to plan, deliver, and oversee complex, multi-stakeholder initiatives from inception to completion.
* Ability to manage complex contracts and monitor performance metrics.
* Excellent stakeholder engagement and communication abilities.
* A proactive mindset with a focus on innovation, continuous improvement, and service efficiency.
