Overview

We are looking for a highly experienced human factors professional to join our Specialist Team. As a Principal Inspector specialising in Human Factors, you will provide expertise to support ORR's regulation of health and safety on Britain's railways and drive improvements in the management of system risk and reliability of the rail network.


Responsibilities

* Lead a small team of human factors specialist inspectors, directing their work, assigning priorities, and ensuring efficient operation. Support and develop team members to maintain capability and provide mentoring or coaching to inspector colleagues in human factors, including delivering training as needed.
* Develop, direct, and carry out inspections on key human factors topics. Provide technical support to incident investigations, potentially acting as an expert witness in areas where you have a proven body of work.
* Contribute to technical and operational policy around the implementation of new regulatory requirements and the writing of guidance or approaches to assessment.
* Build constructive working relationships with a range of stakeholders and take a strategic lead in ORR\'s engagement with the rail industry on human factors to govern the implementation of industry recommendations.
* Develop tools, approaches, and strategies to support the operation of the rail industry.
* Provide a strategic lead on ORR\'s engagement with the rail industry on human factors, including attendance at high-profile cross-industry forums.
* Assist investigations with Human Factors expertise and input; potentially acting as an expert witness. Provide reactive support for complaints and enforcement actions.
* Work closely with ORR colleagues to ensure evidence-based approaches to Human Factors are delivered and enforced on the ground; publish guidance where needed.
* Manage Human Factors content in our knowledge-sharing platform and Strategic Risk Chapter (SRC).
* Deliver presentations, briefings, and expert advice on Human Factors topics to promote good practice within ORR and to the rail industry.
* Develop and deliver the ORR Human Factors training course for other inspectors to support competency development.
* Engage confidently with stakeholders from Board level to employees and their representatives to ensure ORR\'s approach on Human Factors is clear, credible, and reflects our role as an integrated safety and economic regulator.
* Apply technical expertise at sites and meetings around the UK and pursue opportunities for continuing professional development in Human Factors/Occupational Psychology as required for status with professional bodies (e.g., CIEHF/BPS).


Experience

* Leadership of teams and management of staff in remote locations.
* Significant experience applying human factors in the rail sector and/or other high-hazard industries to reduce risk.
* Experience formulating and implementing a human factors strategic or technical approach for improvement in one or more human factors topics.
* Strong written and oral communication skills, with the ability to present technical content to lay audiences, technical audiences, and professionals.


Technical

* Significant, demonstrable human factors expertise in topics such as workload, human error, fatigue, human factors integration and design, competence management, non-technical skills, and workplace assessment.
* Awareness of the Health and Safety regulatory framework.


Mandatory Qualifications

* Degree in Ergonomics or Human Factors.
* OR
* Degree in an engineering subject or psychology, with a relevant postgraduate qualification in Ergonomics/Human Factors, or equivalent.


Mandatory Licences

* Full driving licence.


Memberships

* Registered/Chartered member or Fellow of the Chartered Institute of Ergonomics and Human Factors (CIEHF) commensurate with your skills or experience, or
* A Registered/Chartered Occupational Psychologist with the British Psychological Society (BPS) and Division of Occupational Psychology (DOP).
