On behalf of the MOD, we are looking for a Project Controls Manager (Inside IR35) for a 12 month contract. This is a hybrid working role (two days per week onsite - Abbeywood, Bristol).

Job Purpose:
The Engineering Delivery Partnership-Future (EDP F) programme is delivering the successor to the current EDP contract, which expires in October 2028. As a Category A programme, EDP F is strategically important to Defence and will follow the full central Approvals route (IAC, HMT and Cabinet Office). It is being shaped as a benefits led programme aligned with evolving MOD, NAD Group, SDR and DIS priorities. Operating in a dynamic environment with high senior interest, EDP F requires a blended team with strong programme, commercial, engineering and analytical skills.
External workforce substitutes will be critical to maintaining delivery pace, shaping requirements, supporting market engagement, and contributing to programme design. The programme offers candidates the opportunity to work on a high-profile transformation with significant influence over how Defence accesses engineering expertise in the future, within a small, collaborative and high trust multi-disciplinary team.
The PCM will support the programme with schedule, risk, issue and programme office management. EDP F requires disciplined and focussed planning, control and governance. The PCM will act as an integrating function, ensuring programme information, controls data and artefacts are reliable, and current.
SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
As a Project Control Manager, your main responsibilities will be to:
* Maintain an integrated schedule in MS Project, ensuring logical sequencing, dependencies, critical path visibility and accurate progress updates.
* Provide routine schedule analysis, including forecasts, slippage tracking and performance insights to support decision making.
* Maintain Risk and Issue registers, ensuring timely identification, assessment, mitigation and escalation.
* Support the team in analysing risk impacts on schedule, resources and delivery confidence.
* Fulfilling functions aligned to the MSP Programme Office Lead role, including:
* Team management & administration support: coordinate workflows, support tasking, facilitate progress tracking and ensure effective team communications.
* Industry day planning & organisation: plan, schedule and coordinate industry engagement sessions, co-ordinating materials, logistics and stakeholder alignment.
* Documentation & information management: maintain artefacts, ensure configuration control and support reporting, governance and audit readiness.
* Act as focal point for programme control, integrating schedule, risk, cost related inputs and workstream updates into a coherent picture of delivery status.
* Prepare project controls data for governance boards, reviews and assurance activities in support of Programme and Project Managers
Essential:
* Proven experience in MS Project schedule creation, maintenance and performance analysis, including managing dependencies and critical path logic.
* Strong understanding of project controls discipline, including schedule, risk, issue and baseline management.
* Ability to assure quality and accuracy of project controls artefacts and performance data, in line with DE&S standards.
* Familiarity with programme governance environments and integration of controls data to support review, scrutiny and approvals.
* Broader Professional Competence
* Strong organisational skills, able to coordinate multiple workstreams and maintain structured, well controlled programme artefacts.
* Effective collaboration across programme management, commercial, engineering and benefits teams, supporting timely decision making.
* Proactive communication skills, able to present schedule and risk information clearly to technical and non-technical audiences.
* Comfortable operating in a high priority, strategically important programme where pace, accuracy and responsiveness are essential
