Derbyshire County Council are looking to recruit a highly motivated and experienced Project Manager to effectively manage our high complex, high risk and high-cost projects within a fast-paced environment, as part of a newly created Portfolio Management and Transformation function.

This newly created function will work alongside our Senior Leaders and Directors to provide professional and high-quality project management, to successfully deliver the change and improvements to achieve our ambition. You will draw on your experience in managing projects in a large, complex, and political environment to provide professional advice and manage change to required time, cost, and quality controls, and realise benefits to our residents and communities.
This role will report into our Programme Manager for Corporate Services, but matrix management will apply, and you will have opportunity to manage projects across the organisation and front-line services in Adults Social Care, Childrens’ services, and Place based services. You will also work alongside your peers in HR, Finance, Comms, ICT and other key support services to define, structure, scope and manage change effectively.
Key Responsibilities:
The focus of responsibilities include:
* Lead, plan and manage the delivery of change projects using the agreed lifecycle framework, in accordance with the specified scope, quality, budget, timescale and resource objectives.
* Work with the Benefits Manager and stakeholders to identify a baseline and track both financial and non-financial benefits through the project lifecycle.
* Design and own robust project governance, with clear roles and responsibilities, including sponsor, suppliers, and users, workstream leads; report progress within agreed governance, ensuring visibility on progress against agreed Plan.
* With stakeholders, develop, maintain, manage, and share project documentation including the mandate, PID, business case, project plan, project resource plan, communications plan, RAID log, lessons learned log and the benefits realisation plan to ensure all stakeholders have a clear and consistent understanding of project status.
* Proactively manage risks, issues and dependencies including identification, assessment, and escalation.
Qualifications & Experience Required:
* Project management qualification in a recognised methodology e.g. PRINCE2
* Considerable Experience managing and controlling change in a project environment using a range of techniques in line with approved methodologies.
* Excellent communication skills with a wide range of stakeholders
* Excellent organisational skills including attention to detail, multitasking and meticulous planning.
* Ability to think on the go, problem solve, and manage own and others work with multiple competing deadlines.
* Adaptability to operate in ambiguity, resilient, with ability to challenge the status quo.
