Swindon Borough Council are seeking an experienced SEND Consultant to lead the testing of a proposed financial banding framework and develop a transparent cost library for specialist provision. The role will ensure funding decisions are fair, evidence-based, and financially robust, while supporting alignment with national SEND reforms and the Schools White Paper.

Set-up: Remote
Rate: £450/day via umbrella inside IR35
Duration: Initial 3-months (subject to extension)
Hours: Full-time position (37-hours)
Key Responsibilities
* Significant experience working within a Local Authority SEND service, with a strong understanding of statutory SEND processes
* Demonstrable experience working with schools and education settings, including collaboration with SENCOs and senior leaders
* Proven ability to independently deliver complex SEND projects or programmes
* Experience producing high-quality professional reports, translating complex analysis into clear recommendations
* Strong analytical and data-handling experience, including interpreting financial or performance data

* Test the proposed SEND banding framework using real case examples and scenario modelling to ensure fairness, consistency, and accuracy across settings
* Design and develop a transparent, evidence-based cost library to support financial banding decisions for specialist provision
* Analyse data from schools, settings, finance teams, and national benchmarks to validate assumptions and cost models
* Ensure the banding framework and cost library align with the Schools White Paper and anticipated national SEND reforms, supporting a smooth transition
* Produce clear reports and present findings, recommendations, and financial modelling insights to senior leaders and key stakeholders
