The Celestar Corporation has been issued a task order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a Training Support & Program Analyst who will be seated in Washington, DC. If interested and qualified, we welcome you to post for this challenging opportunity.

CLEARANCE REQUIREMENT: A Top- Secret security clearance is required for this position; however, the Contractor may begin with an interim Top Secret security clearance.

POSITION LOCATION: The physical work location is the INL/KM/CET's office at State Annex-1, 2400 E Street NW, Washington, DC 20006.

PERIOD OF PERFORMANCE: One (1) Year with the option to exercise Two (2) option periods, subject to performance, need, and funding.

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.


The INL/KM/CET Division is dedicated to delivering excellence in internal-to-INL and foreign assistance related training. Within CET is the Internal Training Team (ITT). Their mission is to empower INL with the knowledge, skills, and opportunities to accomplish our mission. ITT accomplishes this through training, professional development, and continuing education, including existing programs such as the INL Series (INL 101, 201, 401, and 801 courses); the JusTRAC+ program; and pre-deployment training for INL advisors. ITT is also developing a continuing education program, and e-learning opportunities.

POSITION DESCRIPTION
The Training Support and Program Analyst will assist the INL/KM/CET team in the coordination and development of the Bureau's training curriculum needs, especially with respect to all INL-online or remote training events. The incumbent is primarily tasked with administrative support prior to, during, and after training events. The analyst will be part of an interdisciplinary training team and will be assigned to other training duties as needed.


TRAVEL: Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.

TELEWORK: If applicable, telework is authorized only with prior approval from the INL/KM/CET Division Directors, INL/EX/GAPP Contracting Officer (CO), and Contracting Officer’s Representative (COR), in accordance with the Department of State and INL/KM/CET policies.

LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the INL/KM/CET office in Washington, DC: Monday through Friday, 8 hours a day, 40 hours a week. T


PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer approval.

DUTIES/RESPONSIBILITIES

Training Development/Delivery:

1. Analyze the training needs of the Bureau by completing a needs assessment. Identify what gaps are present, present findings to INL/KM management, and make recommendations.
2. Write training development plans and course materials for online and remote training. The training development plan will include measurable objectives, instructional strategy, and available resources. Training materials for each course will consist of an Instructor Guide, Student Guide, Quick Reference Guide, and Job Aids.
3. Coordinate and develop online and remote training, working with subject matter experts, to meet the specific needs of the country program officers and INL staff writ large. These workshops may be held overseas or domestically.
4. Evaluate the effectiveness of training classes by developing methods to measure the knowledge retention and skill improvement of each trainee. This will consist of practical exercises, oral exams, pre- and post- tests, etc.
5. Ensure that INL/KM management approves all training and is briefed during development of any training curriculum, classes, workshops, and information sessions.
6. Assist in all training events in Washington, DC and overseas
7. Assist training team in logistical matters involving online, remote and in-person training events, this may include assisting in the procurement of venues, supplies or similar items, requiring market research, providing cost estimate input and/or drafting language for statements of work or pre-award documents

SharePoint

8. Serve as a consultant on INL’s SharePoint platform providing guidance on how INL/KM can best leverage its information sharing with domestic and overseas offices.
9. Implement changes to INL/KM’s SharePoint pages based on sound methodology and web design with concurrence from INL/KM’s management to proceed.
10. Conduct needs assessments of INL/KM’s SharePoint sites and information sessions on best practices with INL Program offices.

Program Analysis and Knowledge Management

11. Assist in analyzing and improving training and knowledge management processes and procedures
12. Research and use government and private sector best practices to measure and improve training currently being offered within the Bureau
13. Demonstrate knowledge about the Instructional Systems Design (ISD) methodology, which consists of five phases (Analysis, Design, Develop, Implementation, and Evaluation) to ensure training materials are instructionally sound and meet the needs of the INL domestic and overseas officers.
14. Aid KM management in the formation and development of an INL document and knowledge management system; provide feedback to management on best practices for data input and document standardization, organization, and storage; identify patterns of problems in submissions that should be addressed by management.
15. Receive, organize, and perform data entry on documents from various offices within INL; scan hard-copy documents for uploading to the aforementioned document management website and record data on an ongoing basis
16. Aid in coordinating the interpretation and adaptation of available guidelines/SOPs to specific work-related issues; aid in analyzing the issues (e.g. workflow, delegations of authority, or regulatory compliance) and make recommendations for changes and improvements.
17. Provide subject matter expertise during the development of standard operating procedures for areas identified as a potential risk or vulnerability to the Bureau’s management control structure, particularly about, but not limited to, implementing agreements, procurement, evaluation, program management, etc.
18. Assist subject matter experts (SMEs) with the development of training modules for INL sponsored training workshops and distance learning courses based on policies and procedures.

Outreach and Customer Service

19. Respond in a timely manner to requests for information
20. Provide weekly status reports to INL/KM leadership and program office stakeholders on the status of all training development and delivery
21. Establish relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates.
22. Work closely with INL program office staff and managers, as well as the stakeholders at US embassies overseas and other US federal agencies to provide support on training initiatives.
23. Interact positively and work cooperatively with team members and points of contact to accomplish assigned work in a timely and efficient manner

Other Duties

24. Take proactive measures to improve the working environment and foster teamwork
25. Seek to accomplish tasks in a manner to reduce the burden on management
26. Comply with all appropriate regulations, internal controls, and SOPs to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assigned areas; and report security violations/problems to appropriate authority.

MINIMUM QUALIFICATIONS

27. U.S. Citizen.
28. A bachelor’s degree from an accredited institution.
29. Four to six years’ experience in relevant field
30. Demonstrated knowledge of Federal regulations in regard to area of specific need
31. Proficient in Microsoft Office Suite
32. Demonstrated experience facilitating organizational change

PREFERRED QUALIFICATIONS

33. Graduate Degree from an accredited college or university in a related field of international relations, foreign assistance, adult-training, or criminal justice reform
34. Demonstrated experience with online and remote learning, in a teaching, facilitation, or design and development.
35. Demonstrated knowledge of training best practices.
36. Demonstrated skill and ability in managing multiple concurrent activities of varying complexity including changing priorities and short turn-around times.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide the Analyst with office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all furnished property.
