We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and removal of barriers to ensure we adhere to our business case and deliver value for money.
We are seeking someone with a strong track record in managing complex financial information, collaborating with stakeholders, and driving value for money and ongoing investment.
Responsibilities include:
1. Understanding the financial and economic foundations of the Programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives, owning change control processes.
3. Supporting the Programme Manager in assuring changes to Time, Cost, and Quality of work packages, working closely with delivery teams to ensure affordability and value.
4. Managing stakeholder queries and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Assisting the Programme Manager and Director with investment and funding activities.
6. Ensuring compliance with governance and assurance requirements.
7. Supporting business management through whole life cost allocations.
The team
The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B. You will work within a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape digital services that are efficient, user-friendly, and innovative.
Experience and skills required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes
* Proficiency in Microsoft tools (Excel, SharePoint, PowerBI, etc.)
* Managing complex financial data
* Understanding of financial, business planning, and budgetary processes within the organisation
* Procurement and purchase order experience
* Experience with business case approval processes and governance
* Experience in digital programmes (desirable)
* Knowledge of spend control and assurance processes
* Leadership and stakeholder engagement skills, with a focus on innovation and best practices
