We are looking for a motivated and forward thinking Bus Partnership and DRT Delivery Officer to join our Transport Solutions team. This is an exciting opportunity to play a key role in shaping and delivering modern, accessible transport services across North Lincolnshire.
You will lead the planning, coordination and delivery of Demand Responsive Transport (DRT) services, ensuring they meet the needs of rural and underserved communities. Alongside this, you will support the delivery of the National Bus Strategy, working closely with bus operators and drive improvements that help create a reliable, inclusive and passenger-focused public transport network.
This is a role for someone who enjoys variety from data analysis and performance monitoring to partnership working, customer engagement and project delivery.
What you will be doing
In this role, you will:
1. Plan, implement and monitor the delivery of North Lincolnshire’s Demand Responsive Transport service.
2. Coordinate and schedule DRT journeys in line with operational priorities.
3. Work closely with transport operators, software providers and internal teams to ensure safe and reliable service delivery.
4. Manage the DRT call centre and supervise a small team of DRT Assistants.
5. Act as a key point of contact for customer enquiries and complaints, ensuring timely and effective resolution.
6. Analyse service performance, usage patterns and identify opportunities for improvement.
7. Support the Council’s Bus Service Improvement Plan and partnership initiatives under the National Bus Strategy.
8. Maintain and manage digital systems used for booking, routing and reporting.
9. Produce reports, briefings, and business cases for senior managers, Members and external partners.
10. Develop operational policies, including codes of conduct, risk assessments and marketing/communications plans.
11. Uphold safeguarding and accessibility principles in all service delivery.
Who we are looking for
You will be someone who:
12. Has experience in transport planning, scheduling or transport operations (public or private sector).
13. Understands the challenges of regional transport networks, particularly in rural or hard-to-reach communities.
14. Communicates clearly with a wide range of stakeholders, including operators, partners, Members and the public.
15. Is confident using IT systems including Microsoft Office, mapping tools and booking/scheduling platforms.
16. Can collect, analyse, and interpret data to inform decisions and service improvements.
17. Has strong organisational skills and can manage competing priorities in a fast-paced environment.
18. Can work collaboratively with partners, but also independently when needed.
19. Brings a problem-solvers mindset and can adapt quickly to emerging issues such as service disruptions.
20. Has experience managing or supervising staff.
Desirable attributes include:
21. Experience preparing business cases and writing bids.
22. Knowledge of local authority governance processes, procurement and financial regulations.
23. A professional or management qualification (or equivalent experience).
Working Arrangements:
The role is primarily office-based, with travel required across North Lincolnshire to attend meetings, visit operators and carry out on-bus surveys. You should be able to work flexibly and transport yourself around the area as needed.
