Summary of Role:
Main Duties:
1. Functional Business Partnering: Business Partnering relationships with functional leads and their teams across the whole businessFunctional overhead, workload, and investment forecasting & reporting to support the Integrated Business Planning (IBP), LRP, AOP and monthly cycles. Roll-out standardisation of all forecasting & reporting across the whole businessOwning the functional plans/forecasts, driving performance versus annual plan/forecast and cost optimisationSupporting functional leads to create, manage, and monitor functional dashboards/metrics, service level agreements (SLAs) and service catalogues, to drive efficiency and operational performanceSupporting functional leads in creation of basis of estimates for bid activityDriving and supporting functional business case and AR generation (inc. but not limited to Capex, Change, M&S and Seed), basis of estimate and make v buy
2. Partnering with Programme Management to provide financial governance of investments (inc. EACs)
3. Supporting functional leads to create and manage zero based budgets and new and robust finance governance processes
4. Inputting into the Risk and Opportunities register for rates and investmentsSupporting Business Restructuring and Indirect Cost Optimisation ProjectsSupporting the implementation of new Finance Systems and associated processes as it relates to functional forecasting and rates
5. Compliance: Assist in ensuring RSL’s compliance with the Defence Reform Act (DRA) and Federal Acquisition Requirements (FAR) throughout the contract lifecycle, from bid to close outManage, review and submit reporting to these bodies, including, but not limited to, rates reporting, programme reporting and SME/Supplier ReportingManage, review and submit responses to requests from these bodies, including all audit activityManage, review and submit consultation responses to the SSROCoordinate programme reporting and programme audit activity with MOD
Candidate Requirements:
Essential:
6. Excellent presentational skills. Comfortable with data and detail but having the ability to extract high level messages. Experience of presenting to senior audiences
7. Ability to work on concurrent issues/problems with multiple senior stakeholders and sources of information, both internal and external, under time pressure. Being able to “think on your feet”, prioritise effectively and having a “can-do” attitude
8. Excellent people manager (using both direct and indirect influencing skills)
9. Strong communicator and networker with a thirst for understanding the business model, providing meaningful and actionable insight, critical thinking and an ability to think differently about existing problems. Previous experience of dealing one-to-one with both senior and external stakeholders and building relationships
10. Being able to own issues, completer-finisher
11. Strong financial analytical skills, joining the dots, and attention to detail
12. Excellent verbal and written communication skills, including the ability to explain financial concepts to non-financial staff
13. Excellent systems skills
14. Working in a programme environment / knowledge of accounting for long term contracts

16. Creative and entrepreneurial, providing innovative solutions that drive value to the business
17. Knowledge of the Defence Reform Act and Federal Acquisition Regulations
18. Experience of working in a matrix organisation
19. Experience in pricing and estimating
20. Knowledge of MoD procurement methodologies & DEFCONs
Desirable:
21. Experience with proposal processes such as IPDS
22. Understanding of Project reporting including EACs & EVMS
