Deputy Chief Financial Officer – National Lead Force role at City of London Police. This is a 2 year fixed term contract/secondment, with potential to be extended. Rank/grade: H. Salary: Starting Salary £68,100 + £6,910 London Weighting + £10,000 market forces supplement (2025 pay award pending). Location: City of London Police estate, within the Square Mile. Vetting level required: MV/SC. This role is open to all Police Staff/external candidates who meet the essential criteria of the person spec, regardless of current grade.

As City of London Police, we protect the people, businesses and infrastructure of the City of London. We are the national lead police force for fraud, hosting Action Fraud on behalf of policing. The National Lead Force (NLF) coordinates the policing response to fraud and economic crime across the country.

The Role
The Deputy CFO for National Lead Force (NLF) delivers senior and strategic financial leadership for CoLP’s national roles on Fraud, Economic and Cyber Crime. This role leads financial analysis for CoLP’s proposals on the future model for Fraud, Economic and Cyber Crime operations linked to the Police Reform Programme, engaging with senior Government stakeholders on funding requirements and potential funding options. It leads management of key financial risks, pressures and opportunities to ensure balanced finances for NLF, while evidencing Value for Money and Return on Investment. It leads the Force Finance team in conjunction with the Deputy CFO (Corporate Finance), ensuring NLF finances are consolidated into the Force MTFP, budgeting and forecasting processes and providing insight on NLF financial reporting.
Responsibilities
* Providing Senior Finance leadership for CoLP’s national roles on Fraud, Economic and Cyber Crime.
* Leading the financial aspects of CoLP’s work linked to the Police Reform programme, including:
o Costing future operational model options (including enhanced public-private partnerships).
o Engaging at a senior level with Home Office and other key stakeholders on future funding requirements and influencing the development of new funding and income generation opportunities.
o Implementing “enabling services” Reform requirements as they apply to NLF, particularly in overseeing planning and delivery of efficiency / productivity improvements into NLF.
* Overseeing financial modelling of the £170m+ Fraud & Cyber Crime Reporting & Analysis Service Programme, including:
o Engaging with the Programme, Corporation and Home Office to negotiate and clarify future funding levels and implement mitigation strategies to ensure balanced finances and affordability of contractual commitments.
o Liaising with Service Delivery Director on commercial dispute / reclaim progress.
* Collaborating with others to evidencing Value for Money and Return on Investment achieved from NLF activities, helping to develop a clear line of sight between inputs, outputs and outcomes and determining the optimal mix of NLF interventions.
* Leading the Force Finance team in partnership with the Deputy CFO (Corporate Finance), supporting consolidation of NLF finances into the overall Force finances.
Qualifications / Requirements
* A CCAB qualified accountant with extensive post-qualification experience
* Strong, senior-level leadership skills across financial, people, corporate and transformational areas
* Experience of applying Managing Public Money (MPM) requirements in complex environments with diverse funding arrangements
* High impact senior stakeholder engagement and influencing skills
* Excellent analytical and oral and written communication skills
