We offer an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will play a key role within the Programme Management Office (PMO), providing expertise in financial and business management to support risk mitigation, resolve barriers to delivery, and ensure value for money aligned with the business case.
We seek someone with a strong track record in managing complex financial data and collaborating across teams to drive value and influence investment decisions.
Key Responsibilities:
* Understanding financial and economic aspects underpinning the Programme’s business case and funding bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in managing changes to scope, cost, and quality, ensuring affordability and value for money.
* Managing stakeholder queries and delivering regular financial and programme reports to EA, Defra, and external suppliers.
* Assisting in investment and funding activities.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through lifecycle cost allocations.
The Team
You will join the Digital, Innovation and Programmes team, responsible for implementing the Digital Strategy across E&B. Collaborating with Defra shared services and third-party suppliers, you will help shape user-centered digital services that are efficient and user-friendly.
Experience and Skills Required:
* Experience in fast-paced, dynamic programme environments.
* Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with business case development, approval processes, and change control within EA and Defra.
* Knowledge of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders, driving innovation and best practices.
