Eligibility

This role at HM Revenue and Customs (HMRC) is available to:

* People who served in the Armed Forces, within their resettlement period, and are leaving the Armed Forces within a reasonable time frame.
* Military Spouse/Partner: The current partner must still be serving or have been discharged within the last 12 months.


Job Overview

HM Revenue and Customs (HMRC) is one of the UK’s largest organisations, with around 60,000 employees, responsible for collecting tax and ensuring compliance. The Fraud Investigation Service (FIS) leads civil and criminal investigations across various tax offences. This Criminal Investigator – Officer role is a Band O position (Executive Officer) with a National Minimum Salary of £31,096 to £31,536, located in Dover and Ipswich, and is a 2‑year temporary fixed‑term appointment.


Responsibilities

* Undertake operational activities such as search of premises, seizure of goods, and detention of goods.
* Apply laws, legislation, and policy.
* Undertake arrests, conduct person searches and interviews under caution, and manage confrontational situations.
* Use HMRC powers to investigate and gather evidence.
* Develop and maintain knowledge of relevant legislation and regulations.
* Use own judgement to assess evidence.
* Take ownership and be accountable for planning, decisions and activities regarding investigations.
* Utilise forensic evidence and determine when to use forensic services.
* Interact and collaborate with internal and external stakeholders, including other HMRC parts, Police, Border Force, National Crime Agency, Solicitors, Crown Prosecutors, and other government departments.
* Take witness statements from a variety of people, both internal and external.
* Attend court to give evidence in criminal prosecutions and/or financial recovery hearings.
* Act as Disclosure Officer / Reviewing Officer to review and reveal material obtained during investigations to prosecutors in line with legislation.
* Analyse evidence, prepare written material and official documents, including Search Warrants, Production Order applications, case files, and detailed reports.
* Identify, classify and handle information connected to an investigation and ensure legal obligations are discharged effectively.
* Conduct briefing and de‑briefing activities to identify improvements and best practice and share knowledge appropriately.


Working Arrangements

* Work hours flexibly to meet business needs, including nighttime, weekends and public holidays, and change work pattern at short notice.
* Be on‑call throughout the day and night for 1 week out of every 4.
* Work a specified number of additional hours.
* Eligible for an annual attendance allowance called the Flexibility Payment.


Person Specification

* Communicate effectively and confidently with colleagues and senior stakeholders, both verbally and in writing.
* Demonstrate a strong ability to quickly grasp new concepts, adapt to change, and take initiative in learning and task execution.
* Accurately and efficiently interpret and analyse data using Microsoft Excel and the broader Microsoft 365 suite.
* Exhibit strong organisational and time management capabilities.
* Ability to organise and prioritise to complete multiple tasks at once.
* Resilience and ability to deal with challenge and/or confrontation.
* Ability to analyse large sets of data to spot patterns and draw conclusions.
* Demonstrate balanced judgement under pressure; follow rules and guidelines.

* Work with integrity, impartiality, professionalism and objectivity.
* Take accountability for decisions made and be prepared to give evidence in court.
* Commit to developing specialist investigation skills and building a career at HMRC.
* Flexibility to meet business needs, including working on‑call, whether at night, weekends, public holidays, and short notice.


Training Requirement

Expected to attend HMRC’s full Criminal Investigation Foundation Training programme (8 weeks, digital and face‑to‑face). Must be available full‑time during training.

Public and Personal Safety Training (PPST) is a PASS/FAIL event that includes digital and face‑to‑face training on safety techniques, physical restraint, and handcuff application. Requires a valid occupational health certificate and a fitness level capable of carrying equipment and moving unaided. One‑day refresher training event at least every six months after completion.


Additional Security Information

All candidates must obtain National Security Vetting at Security Check (SC) clearance level. Requires minimum 5 years UK residency prior to vetting application.
