About the role
Help keep Swansea's Parks & Cleansing services safe, compliant and digitally enabled. You'll lead our health and safety work across operational teams, coordinate risk and COSHH assessments, deliver safe systems of work and toolbox talks, and strengthen a positive safety culture. You'll also act as lead for our technical platforms using data and continuous improvement methodology to improve workflows, reporting and customer service. As Premises Manager for the Home Farm depot, you'll ensure statutory checks, inspections and audit actions are completed and evidenced.
Key responsibilities
* Provide qualified health and safety advice to managers, working supervisors, and staff, ensuring compliance with legislation and Council procedures.
* Collaborate with corporate H&S officers on risk and COSHH assessments, audits, and training.
* Manage a small team (up to 3 FTE), including recruitment, performance management, and staff development.
* Facilitate audits and compliance reviews, reporting findings to the Health & Safety Committee.
* Act as lead officer for technical systems such as CRM, Parks Management System, Asset Management, Tree Management software, and SharePoint.
* Identify efficiency savings through technology and assist the project manager in driving system changes and new implementations.
* Liaise with ICT, HR, Finance, and Procurement for system integration and acquisition.
* Act as Premises Manager for Home Farm depot.
What you will bring
You will bring a recognised health and safety qualification, such as IOSH, NEBOSH or an equivalent, together with proven experience in managing health and safety systems. Strong systems and change management skills and a background in continuous improvement are essential, alongside high IT proficiency, including Microsoft Teams, SharePoint, and other applications. Excellent communication and influencing abilities will enable you to motivate and train teams effectively, while your organisational skills, attention to detail, and proactive approach will help maintain the highest safety standards. You must also be a qualified driver holding a full driving licence with use of a vehicle for work, or have the ability to travel within and outside Swansea Council boundaries in an efficient and cost-effective manner.
Working context
You’ll enjoy a varied working environment, moving between office, depot, and outdoor sites across Swansea – whatever the weather. The role involves occasional lone working, use of PPE, and participation in a managers' 24‑hour call‑out rota.
We operate on a hybrid basis, with an expectation that you’ll spend at least 60% of your working week in the office, while also having flexibility to work remotely. Collaboration is key – you’ll work closely with colleagues in ICT, HR, Finance, and Procurement, and lead a small specialist team within a busy operational service.
