About The Team
The Commercial and Contract Management is a new function within Corporate Services where we are looking to drive efficiencies and best practice across all contracts. Our aim is to deliver a joined up, effective and compliant contract management approach, including a formal pipeline/cycle planning. With end‑to‑end management of the process we will increase contract savings potential through pre‑contract qualification, negotiation of renewal and ensuring value for money. This coupled with our oversight of the Police Efficiency and Collaboration Programme and the Productivity ambitions gives the team strategic visibility of all commercial activity across the City of London Police.
About The Role
The Contract Manager will lead and maintain oversight of commercial and contract activity across the Force, monitoring and advising on and contracts to maximise efficiencies and cashable savings. Governance across all contracts must comply with the Procurement Act 2023 and CoL Procurement Code. The role requires proactive development and improvement of commercial activities to meet income targets set by the COO/CFO, supporting all aspects of the commercial portfolio and working with external partners, agencies and Blue Light Commercial services where appropriate.
Hybrid working – This Police Staff role adheres to Corporation of London’s hybrid working policy, requiring a 60% office attendance rate. The specifics of this will be discussed locally with your hiring manager if you’re successful for the role.
Responsibilities
* Reporting into the Head of CCM, act as a Business Partner to Business Owners, managing all contracts based on strategic priorities given by the Head of CCM and in line with Corporation of London (CoL) and CoLP processes and procedures (CoL Procurement Code/Procurement Act 2023).
* Oversee and coordinate commercial activity within the Force, monitoring activities, assessing performance and advising on improvements to maximise savings and income generation.
* Negotiate on behalf of the Force with external public and private sector agencies and bodies on commercial proposals and opportunities.
* Establish, maintain and enhance key relationships with senior internal and external stakeholders, suppliers, and system providers through CoLP’s contract management processes, Category Board governance, and CoLP committees.
* Act as commercial lead, managing existing and subsequent new contracts through performance management and reviews, supporting officers in negotiations. This includes effective stakeholder management, governance, performance management frameworks, escalation, risk management, issue resolution, financial management, change control, and compliance. Support and manage complex escalations/contract negotiations where appropriate.
Requirements
* Proficient in contract law with hands‑on experience in interpreting, overseeing, and enforcing complex, high‑value contractual agreements and frameworks.
* Good understanding of contract law and negotiation strategies.
* Up‑to‑date knowledge of best practice and supplier relationship and contract management practices across public and private sectors, ideally in a police environment, including analysis tools and techniques, financial, risk and performance analysis.
* Ability to manage a commercial portfolio and support to projects and service development activities.
