Housing Operations & Compliance Manager required Location: Bromley, Kent Salary: £35,000 £40,000 DOE Contract: Full-time, Permanent About the Role We are looking for an experienced Housing Operations & Compliance Manager to oversee estates-based service delivery and statutory compliance across a residential portfolio. This is a key role responsible for managing cleaning, grounds maintenance and caretaking services, while ensuring all buildings meet UK statutory, regulatory, and best-practice compliance requirements. The role involves close liaison with contractors, managing agents, residents, and internal teams, with a strong focus on quality, safety, and performance. Call Nikki for more details - 020 3973 1111 KEY RESPONSIBILITIES: Housing Operations / Estates Services Manage cleaning, grounds maintenance and caretaking services across estates and residential blocks. Respond to reactive jobs reported by residents, managing agents, or contractors, ensuring they are correctly assigned and completed within agreed SLAs. Assess whether reactive issues fall within cleaning, R&M, or managing agent responsibility and escalate accordingly. Respond to client, resident, and contractor queries in a timely and professional manner. Spot-check cleaning reports using the Smarter Inspect dashboard to ensure quality of service. Manage periodic and programmed tasks, ensuring correct frequency and contract compliance. Ensure weekly and monthly contractor reports are received, checked, and saved for KPI reporting. Escalate complaints in line with the company complaints procedure. Ensure reactive works are completed with correct cost allocation for invoicing. Support the development and implementation of caretaking provision across estates. Compliance & Building Safety Ensure all managed properties comply with current UK statutory, regulatory, and building safety requirements. Maintain accurate compliance trackers and ensure documentation is up to date, including expiry dates on compliance systems. Liaise with approved contractors and assessors to obtain compliance certificates and reports. Coordinate inspections, book access with residents, and ensure inspections are completed accurately. Upload and store compliance documentation within internal systems, including Golden Thread requirements where applicable. Provide guidance and support to property management teams on compliance matters. Monitor changes in legislation and communicate updates to internal teams. Respond to compliance-related queries from clients, managing agents, and internal stakeholders. Manage reactive compliance and building safety issues (e.g. lifts out of service, access control faults). Prepare completed compliance works for invoicing with accurate cost allocation. Provide updated compliance spreadsheets and reports to clients as required. Contribute to the continuous improvement of compliance processes and controls. Compliance Assets Managed Lifts Fire Safety Systems (FRA actions, fire doors, signage, dry risers, AOVs, detectors) Electrical Safety (EICR, PAT, emergency lighting) Gas Safety Certificates (GSC) Legionella sampling and water risk assessments Boiler servicing HRU servicing Monthly building audits and weekly inspections (caretaking provision) Remedial works following inspections and site visits Requirements Strong working knowledge of UK housing compliance and health & safety legislation Experience managing estates-based services and contractors High attention to detail with excellent organisational skills Ability to manage multiple deadlines across large property portfolios Confident communicator able to explain compliance requirements clearly Proactive, methodical, and risk-aware approach Experience working with compliance systems, trackers, and contractor reporting If you would like to speak to us about this Fantastic Job opportunity, please do get in contact with Top Jobs Group.
