GSG Impact is a global network of National Partners working to build impact economies that mobilise capital for measurable social and environmental impact. Through its network spanning more than 48 countries, GSG Impact works with governments, investors, regulators, development finance institutions, and ecosystem actors to strengthen the enabling conditions for impact investment and domestic capital mobilisation.

As part of its Skoll Foundation-supported strategic pivot, GSG Impact is launching a new workstream focused on unlocking domestic institutional capital for impact in emerging markets. The project responds to the growing need for more sustainable and locally anchored approaches to financing impact economies, particularly in the context of declining ODA and shifting global financing dynamics.

The project will develop practical research, tools, and country-tested guidance to help National Partners and ecosystem actors identify, unlock, and mobilise domestic capital sources, including pension funds, insurance companies, development banks, and sovereign funds. The work will combine market intelligence, country engagement, stakeholder coordination, and practical tool development across multiple emerging markets.

The Senior Analyst – Domestic Capital Mobilisation will play a central role in driving the research, analysis, and practical tools development underpinning GSG Impact’s Domestic Capital Mobilisation (DCM) work. The role combines strategic research, market analysis, stakeholder engagement, and practical framework development across multiple emerging and developed market contexts.

The successful candidate will work closely with GSG Impact’s Knowledge & Impact Practice and Regional Coordination teams, as well as external stakeholders including investors, policymakers, regulators, DFIs, fund managers, and ecosystem actors.

The role will primarily support:

* Phase 1: DCM solution sprint and pilot set-up (July–September 2026)
* Phase 2: DCM Playbook co-creation (October 2026–June 2027)

Key responsibilities

Phase 1: Research, analysis, and preparation for in-country activities

* Lead primary and secondary research on domestic capital mobilisation in emerging markets.
* Conduct market analysis and segmentation of domestic capital pools, including pension funds, insurance companies, development banks, sovereign funds, and other institutional investors.
* Analyse investor mandates, risk-return expectations, regulatory constraints, and catalytic capital needs.
* Review and synthesise global and country-level examples of domestic capital mobilisation, impact investment vehicles, and catalytic capital structures.
* Conduct stakeholder mapping across investors, policymakers, regulators, ecosystem actors, DFIs, and fund managers.
* Support interviews and consultations with National Partners and external stakeholders.
* Develop analytical frameworks and practical tools, including a country readiness / feasibility assessment framework for domestic capital mobilisation.
* Contribute to the development of the DCM Field Insights Compendium and related knowledge products.
* Support country selection and assessment processes for deeper engagement and pilot work.

Phase 2: Playbook co-creation and country engagement

* Support the development and iteration of the Domestic Capital Mobilisation Playbook and related tools and templates.
* Contribute to practical guidance on capital pool analysis, stakeholder engagement, policy levers, market coordination, and investment vehicle pathways.
* Support workshop preparation, facilitation materials, stakeholder sessions, and knowledge-sharing activities.
* Capture and synthesise lessons learned from country implementation and Partnership engagement.
* Support validation and refinement of Playbook content with National Partners, investors, ecosystem actors, and external experts.

Requirements

o Strong analytical and structured problem-solving skills, ideally developed through consulting, research, advisory, or strategy roles.
o Experience conducting both primary and secondary research, including interviews, market analysis, and synthesis of complex information.
o Strong writing and communication skills, with the ability to translate complex analysis into practical and actionable outputs.
o Experience developing practical tools, frameworks, templates, or market intelligence products.
o Strong stakeholder engagement and facilitation capabilities, including experience working across multiple stakeholder groups.
o Experience in public finance, blended finance particularly in emerging markets.
o Understanding of institutional investors, investment vehicles, catalytic capital structures, and policy or regulatory environments related to capital markets.
o Ability to manage multiple workstreams and work independently in a fast-moving, entrepreneurial environment.
o Experience working across emerging markets and with development banks, DFIs, or policy stakeholders is strongly preferred.
