We seek a regulatory leader who can navigate Europe's complex telecommunications landscape and secure the licenses that will enable us connect millions of consumer, business, government, and mobile customers with satellite broadband.
As Lead, Licensing & Regulatory Affairs for Europe, you'll own the development and execution licensing strategy across much of the region—from securing satellite earth station authorizations to electronic communications service compliance, and to shaping NGSO-related regulations at national, regional (e.g., CEPT), and international (e.g., ITU) levels. You'll be the regulatory expert who turns complex compliance challenges into competitive advantages both in the near term and looking well into the future.
Key job responsibilities
Drive Licensing Strategy: Develop and execute licensing plans across European countries, securing authorizations for satellite systems, gateway stations, user equipment, spectrum use, and service provision.
Shape the Regulatory Environment: Engage with regulators, trade associations, and industry stakeholders to advocate for favourable policies related to NGSO systems, spectrum access, and space sustainability and safety.
Enable Service Delivery: Identify regulatory risks before they become blockers, maintain compliance across jurisdictions, and work cross-functionally with business, legal, policy, and engineering teams to deliver Kuiper services at scale.
Lead Regional Engagement: Represent Amazon Leo in national and regional telecommunications organizations, building relationships with government officials and coordinating with the broader International Regulatory team.
This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.

You will report to the Head of Licensing & International Regulatory Affairs – EMEA and collaborate with global teams defining the future of satellite communications.
BASIC QUALIFICATIONS
- Experience related to spectrum management, securing licenses for the provision of telecommunications services and ensuring regulatory compliance at an international level
- Experience with satellite and/or telecommunications network licensing, particularly NGSO systems
- Bachelor's degree in telecommunications or related field
- Strong analytical and communication skills—you can translate technical, business, and policy requirements into regulatory strategies
PREFERRED QUALIFICATIONS
- Experience in working directly with government officials and regulatory bodies
- Experience coordinating between technical teams, peers and business stakeholders
- Experience completing complex tasks quickly with little to no guidance and react with appropriate urgency to situations that require a quick turnaround
- Experience with ITU Radio Regulations, WRC preparations, or European regional telecommunications organizations (e.g., CEPT)
- Fluency in European languages in addition to English
