Connect Plus (CP) is the consortium that manages the 30‑year National Highways flagship M25 DBFO contract, with over 140,000 assets and a management system certified to ISO 55001. The contract end date is 2039. Connect Plus Services (CPS), a Balfour Beatty, AtkinsRéalis and Egis Roads Operation UK Joint Venture, operates and maintains the M25 motorway network on behalf of Connect Plus (CP).
About The Role
This post leads our Network and Operations Directorate, leading a team of 300 employees. It is responsible for incident & emergency response, network security, scheduling hub and control room. It must strategically consider all incidents and steward the network to continually improve the network function for our customers. You will lead teams responsible for several contractual & performance KPIs including Incident Response (Primary & Secondary); CAT 1 repairs (7 and 28 day); 7 Day Road space Accuracy; and minimising contractual payment penalties.
DIMENSIONS: Financial responsibilities: Accountable for a budget of c£30‑40m per annum and fleet management of c£8m. Also opportunity for self‑delivery in traffic management and small civil works (~£10m per annum). Organisational: Leading team of 250‑300 personnel including c160 frontline operatives. Accountable for health, safety & wellbeing, engagement, development of staff; generating network intelligence; scheduling of works; improving productivity of operations resources. Accountable for effective and smooth management of any unions in place for our direct workforces.
INTERFACES: Internal: Staff and managers from Asset, Performance & Delivery Teams, CPS Enabling Functions, CPS Senior Leadership Team. External: National Highways, Connect Plus, Emergency Services, Union Officials, Local Authorities, Contractors / Subcontractors and Stakeholders.
ACCOUNTABILITIES: A key senior leadership team member as the Director for our dynamic Network Operations Directorate which is critical to the safe and serviceable M25 network operations and services. This role leads a team of three hundred dedicated professionals, driving excellence across various critical functions. The role strategically delivers and improves key customer‑focused performance metrics, ensuring safety hazards are eliminated and customer delay is minimised.
Key Focus Areas
* On road operations – leading CPS’ on‑road operations, delivering a safe network for our customers and reliable journey times. This includes responsibility for Incident & Emergency Response, emergency repairs, winter gritting decisions and delivery across twenty‑seven gritting routes.
* Scheduling Hub – managing the planning of cyclical, defect management and emergency works, ensuring the CPS team and supply chain have access to the network when we have a secure network. Also responsible for monitoring KPI compliance and risk management for our works.
* Control Room – a 24/7 operation monitoring incidents and traffic activity on the network. The team liaises with National Highways Control Rooms, manages the chain of command, and dispatches resources. The team also provides insight and intelligence on network risk and incidents.
* Network resilience and security – responsible for security and resilience of the Network (including CPS depots and offices), delivering contractual obligations. CPS Security team consults with stakeholders about risks to the M25 network. They investigate criminal offences such as fly‑tipping, theft and suspected terrorist related activity, collaborate with local Police and external agencies, and operate security patrols at Dartford Crossing, Dartford cycle services, abnormal loads and dangerous goods movements from the Kent Marshalling Area.
* Responsible for all our vehicles and fleet and delivering on behalf of BBATS, our duties under the Operators Licence.
What do we need from you
