Emergency Preparedness Resilience & Response Officer

Job Summary

An exciting opportunity to join the NHS Wales Performance & Improvement Emergency Preparedness Resilience & Response (EPRR) team. The successful candidate will be an essential member of the team, responsible for supporting, coordinating and operationally delivering the team’s EPRR work programme, seeking assurance of capability across NHS Wales. Because the role involves access to sensitive documentation, additional vetting will be required.


Key Responsibilities

* Lead the development and maintenance of systems, reporting tools and assurance processes to monitor NHS Wales compliance with EPRR legislation, standards and frameworks.
* Analyse and interpret complex information to support EPRR audit, assurance and compliance activity; produce formal reports and improvement actions; exercise judgement to elevate concerns and recommend corrective actions.
* Review and quality‑assure allocated areas of NHS Wales capability plans and associated national work programmes related to major incidents, specific risks and high‑profile events.
* Operate with autonomy, acting as the designated senior officer for national, regional and local workstreams, subgroups and sub‑projects; chair meetings and drive delivery of agreed actions.
* Implement improvement and corrective actions emerging from assurance, audit and review processes across defined EPRR portfolios.
* Develop and implement national EPRR protocols and response arrangements; deliver NHS Wales readiness and coordinated emergency response capability.
* Lead development and delivery of EPRR exercising and testing programmes to assure effectiveness of NHS Wales response and communication arrangements.
* Advise on the implementation and consistent application of national EPRR policies, standards and guidance across NHS Wales.
* Analyse audits, debriefs and risk information to enhance national resilience and response capability; recommend improvement actions across NHS Wales and partner organisations.
* Provide specialist advice and guidance within command‑and‑control structures during critical events and major incidents; maintain accurate incident records.
* Work with Health Boards, Trusts and Welsh Government to provide professional advice, challenge non‑compliance and recommend improvement actions.
* Coordinate the NHS Wales EPRR risk register and support identification, escalation and mitigation of risks within defined responsibilities.
* Lead delivery of contingency planning activities and preparedness arrangements for high‑profile events.
* Provide specialist operational input in the production of Welsh Government assurance reports.
* Lead structured debrief and lessons‑identified processes arising from incidents and exercises, implementing and monitoring improvement actions.
* Support wider programmes and initiatives across NHS Wales Performance & Improvement.
* Deliver defined national EPRR workstreams, translating strategic direction into operational plans, milestones and assurance outputs.
* Act on behalf of NHS Wales Performance & Improvement heads to direct development and implementation of national policies, plans, EPRR standards and guidance.
* Plan and deliver work within an agreed national portfolio, making day‑to‑day operational decisions without routine managerial oversight.


Qualifications

* Essential – Degree qualification or equivalent experience, skills, training and knowledge; postgraduate diploma in Health Emergency Planning (or equivalent) as required; comprehensive knowledge of legislation related to Civil Contingencies, Emergency Planning and Business Continuity.
* Desirable – Recognised qualification in Emergency Planning; knowledge of related legislation (e.g., COMAH, HASAW); attendance at a certified course by the Business Continuity Institute; Prince Project Management or equivalent; certificate of completion of an accredited course in Command & Control of major incidents; loggist training.


Experience

* Essential – Evidence of partnership working across disciplines/agencies; experience developing policies and procedures; experience preparing reports/briefing papers; continuous professional development; leading and managing staff; organising and facilitating meetings; managing confidential/sensitive information.
* Desirable – Experience in health care or a Category 1/2 organisation; participation in debriefs/lessons‑identified processes; responding to incidents; establishing and administering databases; operating as a loggist in emergency situations.


Skills and Attributes

* Essential – Excellent communication and analytical skills; highly developed written and presentation skills; proficient planning and organisational skills; able to motivate staff; flexibility and adaptability to priorities; positive working relationships; practical approach with attention to detail; work under pressure; accurate records; proficiency in Microsoft Office; Welsh language skills at level 1; demonstration of workplace values and behaviours.
* Desirable – Experience chairing meetings; experience developing, planning and delivering training/exercises to staff groups.


Benefits

Band 7, £50,129 to £57,365 per annum – Permanent, Full‑time. Replacement: 24/7 on‑call rota participation as part of the role.
