The sheer scale of Cornwall Council’s operations (with nearly 600,000 residents and a budget of over £1bn) mean it’s vital that we are an empowering and enterprising organisation, securing great value for money and providing a consistently excellent customer experience. While we’ve made significant progress in recent years, there’s always more to do, and this role will be at the heart of the next phase of our transformation and improvement.
Our new Chief Digital Officer will oversee our full-service in-house IT team, as well as leading our digitalisation strategy and providing colleagues and partners with the tools, skills and impetus they need to achieve our digital ambitions. This will include sequencing, prioritising and resourcing our digital delivery plan, ensuring that we decouple from legacy systems in a risk-managed way. You’ll also embed digital skills into the organisational development plan, and (as a member of the Council’s wider leadership team) advise us on how to apply a sophisticated digital approach to the full range of business strategy and process redesign.
Candidates will bring extensive experience of leading a future-focused IT service in an organisation of comparable size and complexity. Cyber security knowledge is essential. An understanding of public service provision and the democratic context would be a definite advantage, as would practical experience of designing and implementing system and process change. You’ll be a visionary tech strategist, yet always outcome-focused, able to plot the critical path through to digital transformation while also ensuring that we provide robust, always-on and customer-first services.
