We are currently working in partnership with a public sector organisation based in Wiltshire, who are recruiting for a
Strategic HR Business Partner
on a temporary basis until the end of March 2026 when the budget will be reviewed.
This role offers a day rate of
£550 via an umbrella company
and will be on a hybrid basis, with
three days working from home and mandatory office attendance on Wednesdays
. The working hours are
Monday to Friday, 9am-5pm with flexibility
.
The ideal candidate will be an experienced HR leader with the ability to operate as a senior strategic advisor, balancing organisational development and people strategy. The successful candidate
must have public sector experience
.
Duties will include (but are not limited to):
* Acting as an extended member of the Senior Management Team for an allocated Directorate/Service, ensuring people considerations are embedded in service design and delivery
* Partnering with senior leaders to develop and embed HR strategies that drive organisational performance and financial sustainability
* Leading organisational design and change management programmes, including workforce planning, restructures and transformation initiatives
* Developing and implementing talent strategies, including succession planning, leadership development, and talent acquisition to support a "grow our own" approach
* Championing culture and engagement initiatives to drive inclusion, high performance and continuous improvement
* Driving performance management processes and capability building across teams
* Using HR analytics to provide data-driven insights, identify trends and inform proactive solutions
* Advising on complex employee relations issues, ensuring compliance with employment law, risk mitigation and best practice, while providing risk-based options and recommendations
* Providing coaching and risk-based advice to senior leaders, empowering effective decision-making and accountability
* Networking and building positive stakeholder and external partner relationships
* Developing and maintaining excellent trade union relationships, particularly regarding HR change and cultural development
Experience required:
* Proven experience operating at a senior HR Business Partner or equivalent level within a complex organisation specifically within the public sector
* Strong track record of leading organisational design, workforce planning, and transformation programmes
* Expertise in employee relations, risk management and employment law
* Demonstrable experience in developing and embedding culture, engagement and talent strategies
* Proven ability to use HR analytics to shape evidence-based decisions
Skills, knowledge and expertise required:
* Excellent stakeholder management, coaching and influencing skills
* Ability to manage risk and provide innovative people solutions
* Strong organisational development and change management skills
* Excellent knowledge of HR policy, practice and legislation
* Ability to constructively challenge and influence senior decision-making
* Strong digital and analytical capability
* Experience of building and maintaining positive trade union relationships
* Commitment to embedding Equality, Diversity and Inclusion across HR practice
