Job Overview
The Senior Clinical Procurement Specialist role is an integral part of the Bristol & Weston NHS Purchasing Consortium (BWPC). The post involves specialist clinical/functional expertise and acts as a link between clinical staff and the procurement team. Reporting directly to the Deputy Director of Procurement, the specialist will help set direction and strategy for the procurement of clinical products, supporting the development of the CPS function within BWPC and acting as a key clinical link into the Trusts.
Main Duties
* Provide clinical engagement for the Spend Groups underpinning BWPC’s spend management delivery across NBT and UHBW.
* Drive engagement in a collaborative, inclusive, and focused leadership style, coordinating staff within different organisations.
* Implement change within a challenging clinical environment, focusing on patient outcomes, standardisation and spend management.
* Engage and hold clinical suppliers accountable to support trusts’ clinical requirements.
* Drive adoption of recognised accredited service providers across Bristol NHS Group trusts, managing and verifying all commercial suppliers.
* Demonstrate use of a wide range of clinical treatments, diagnostics and consumable equipment to clinical staff.
* Advise BWPC staff on clinical matters relating to all aspects of clinical work, consumables and equipment, ensuring that the right stakeholder, policy and regulations are considered.

Person Specification
Education / Training / Qualifications
* MBA or equivalent qualification or significant senior level experience.
* RGN, Diploma of Higher Education in Operating Department Practice or equivalent clinical/functional qualification or senior level experience.
* Significant post‑registration experience and post‑graduation learning.
* Maintenance of clinical/professional registration with in‑depth knowledge of clinical/functional skills.
Work Experience
* Significant senior level, clinically/functionally based experience.
* Extensive specialist knowledge of at least two hospital/community patient service clinical specialties.
* Proven experience in leading change management and establishing networks/groups effecting significant change.
* Experience of critical evaluation and analysis of clinical patient pathways, products, treatments and services using proven research methodologies.
* Experience at a level that works with broad national policies as guidelines.
Knowledge, Skills & Abilities
* Knowledge of professional guidelines (infection control, health and safety, patient safety, etc.).
* Ability to project‑manage in a collaborative, inclusive, focused leadership style.
* Ability to manage a high level of workload, multiple complex programmes and projects.
* Results‑driven across complex projects with numerous interdependencies and changing priorities.
* Knowledge of procurement function, procedure and regulations.
* Application of national clinical or other category specific guidance, research and policies to develop procurement strategies meeting national and Group goals.
Desirable Criteria
* Experience leading a service at directorate level within a Trust (including staff management, budget and authorisation).
