Job Description
The Environment Agency is the Competent Authority in England for the Stockholm Convention on Persistent Organic Pollutants (POPs). Our duties include ensuring POPs in waste are legally managed. We are seeking a technical leader with a regulatory background, especially in waste management, to lead the Environment Agency’s POPs compliance work and deliver our environmental objectives on POPs.
You will provide technical leadership, advise the Government, engage with industry, and steer compliance activities. Excellent influencing and engagement skills are essential, along with confident communication. You will be supported by the Chemicals Programme, including scientists in our Chemicals Assessment Unit, so familiarity with chemicals is required, though chemistry expertise is not necessary.
You will design regulatory approaches based on extensive knowledge of waste streams, chemical waste characterization, and waste management techniques. Collaboration with EA experts in Waste and Resources teams and operational compliance teams will be crucial to ensure compliance with existing POPs restrictions and to implement controls on new POPs as they arise. You will also lead the design, commissioning, and delivery of evidence studies for chemicals in waste streams to support regulatory work.
The successful candidate will act as the technical lead for our evidence studies program. This role is complex and challenging, offering opportunities to raise your profile and develop your skills.
Some travel and overnight stays will be required (typically monthly). International work may also be involved, which could be outside normal working hours.

The Team
This role is within the Chemicals Regulatory Development team in the EA’s Chemicals Programme, part of the Environment & Business Directorate. The team has diverse experience across multiple sectors, with strengths in collaboration and integrated work.
Experience/Skills Required
Essential:
* Experience working in the waste sector, preferably in a regulatory capacity.
* Exceptional engagement skills and the ability to influence a wide range of stakeholders, including private and public sectors.
* Experience of cooperative working within large organizations or across organizations.
* Problem-solving skills with a track record of using evidence to shape priorities and work programs.
Desirable:
* Familiarity with working with government at national or local levels.
* Experience in project management and procurement (support provided).
