Overview
The National Risk & Resilience Department (NRRD) provides an organisation‑wide structure for risk management, emergency planning and resilience, business continuity and specialised response, including the Special Operations Response Teams and Community First Responders across Scotland. The department also manages logistics and training for specialised response. We work directly with the Scottish Government and an extensive network of external organisations on a Scottish & UK level.
Responsibilities
* Lead a small geographical team covering the East of Scotland and oversee the implementation and monitoring of NRRD strategies across a Regional Resilience Partnership (RRP) and broader responsibilities around emergency preparedness and resilience.
* Embed the conditions of the Civil Contingencies Act nationally and within the regions; act as the subject matter expert for associated policies and legislation, including COMAH and REPPIR regulations.
* Oversee the planning and delivery of SAS input to multi‑agency exercises and contribute to the development of national and local plans. Lead on national workstreams for SAS and represent the organisation in key forums and groups.
* Collaborate with Scottish Government, local authorities, resilience professionals and other emergency services to develop, manage and embed procedures to anticipate, prevent, prepare, respond and recover from threats to public safety.
* Demonstrate a proven track record of effective partnership working and experience managing resilience functions within a multi‑agency environment.
* Manage a high‑quality, self‑starting work style with the ability to handle complex workloads and relationships with minimal supervision. Exhibit strong communication, presentation and influencing skills.
* Participate in a national Tactical Advisor on‑call roster, providing subject matter expertise and specialist support in major incidents or emergencies.
* Security: this role requires Security Clearance (SC).
* Travel: a full UK driving licence is required as travel across the East of Scotland and elsewhere in the country is required.
Qualifications & Requirements
* Proven track record of effective partnership working and experience of managing resilience functions within a multi‑agency environment.
* Well developed communication, presentation and influencing skills; ability to manage complex workloads and relationships.
* Security Clearance (SC) will be required.
* Full UK driving licence required.
* Ability and willingness to travel across the East of Scotland and elsewhere in the country.
* As part of pre‑employment checks, PVG scheme involvement may apply if the role is classified as a regulated role.
