Overview
Support the development and delivery of OUH Quality Improvement projects aligned to the Integrated Quality Improvement (IQI) Programme with the aim of both addressing organisational improvement priorities under the guidance and support of a QI Programme manager.
In collaboration with the wider QI Team they will support activities and delivery training across the fully tier of QI training offered by the QI Team seeking to embed a culture of continuous improvement at OUH.
This role incorporates the delivery and embedding of new ways of working, which may involve projects aligned to wider organisational change.
Take responsibility for the delivery of defined Projects within the post's remit, in line with the allocated budget and trust resources.
Contribute to the detailed analysis of highly complex information related to QI projects which impact upon multiple aspects of the Trust's performance. This information will be used to drive change, working in collaboration with key stakeholders internal and external to the Trust.
Key Duties
* Responsible for developing detailed project plans for specific projects within the Quality Improvement Programme for delivery within Divisions and across the Trust ensuring assigned projects meet key milestones and timescales.
* Ensure baselines are captured to illustrate and monitor the impact of specific change, embedding the application of measurement for improvement principles, including trajectories and project targets.
* Lead and coach local project leads / stakeholder groups ensuring meetings are held, appropriate reports presented and agreed actions taken forward.
* Ensure effective communication with staff and managers within the Trust, using high level negotiating and persuasion skills to build co-operation.
* Ensure all key stakeholders are represented as the project and programme progresses.
* Accountable for the production of regular reports on project progress, issues and items for escalation.
* Work with QI Programme managers to identify and capture learning and benefits from QI projects, supporting scale and spread of new ways of working in defined areas across the Trust. QI Project manager will report regularly on the progress of benefits realisation throughout the project life cycle, contributing to Integrated Quality Improvement Programme governance.
* Support Policy development on specific programme projects, either at Trust level or local divisional level or system wide.
* Design, develop and deliver QI projects, in partnership with key stakeholders and alignment with OUH Improvement Framework, that create high performing multi-disciplinary teams to deliver the Trust's Strategic Objectives.
* Facilitate quality improvement project(s), utilising advanced QI and project management techniques, to identify and manage risks and opportunities, to ensure improvement is successfully delivered.
* Support the production of all formal quality improvement project documentation to appropriate standards, drawing on best practice as outlined by QI methodologies.
* Ensure where process improvements are to be made, that appropriate structures and impact assessments are undertaken to ensure benefits realisation.
Change & Project Management
* Ensure that all improvement projects are patient‑focused supporting patient involvement where appropriate.
* Provide quality improvement and project management expertise to defined project members within Divisions to support them to drive delivery of improvement projects; using and promoting the OUH Improvement Framework and wider QI methodologies across all programmes and projects.
* Lead, motivate and energise front line colleagues and project teams to facilitate quality improvement, enabling creative and innovative change initiatives, and creating a quality improvement‑focused culture across the Trust, based on QI principles.
* Empower staff to test change, building a supportive environment and ensuring that staff and managers have the relevant skills and knowledge to drive change.
* Provide coaching to ensure that projects work with Specific, Measurable, Achievable, Relevant and Timely (S.M.A.R.T) goals and metrics including benefits realisation objectives.
* Work to facilitate and drive quality improvement, engaging and communicating with staff and managers to build support for change initiatives and overcoming resistance, both internally and across the system.
* Conduct desk‑top research, identify appropriate benchmarks, develop and use surveys to test new approaches. Assess both qualitative and quantitative data and use research findings to develop and improve service delivery, performance and quality across the organisation.
* Work within national and local regulatory frameworks.
* Support quality improvement activities, interventions and events to deliver change in line with the Integrated Quality Improvement Programme in a way that reflects the Trust's values and objectives, working in collaboration with system colleagues as appropriate.
* Support project and programme governance and ensure that risks and issues are escalated effectively for mitigating actions.
* Initiate and nurture innovation of new ideas within the organisation, providing drive and challenge to achieve sustainable improvement.
Qualifications
* Educated to degree level or equivalent experience.
* Master level or equivalent training or experience in areas around healthcare management, change management and/or workforce redesign.
* Practitioner level QI / improvement training or equivalent experience (i.e. Green Belt Lean Training, QSIR Practitioner, IHI QI Training).
Desirable Criteria (1)
* Project management qualification - Prince 2, Praxis or equivalent experience.
* Completed Quality Coach Development programme training or recognised equivalent, Experience of supporting projects and service improvements applying QI principles and approaches.
* Exposure and involvement in wider strategic or policy developments aligned to corporate, clinical and business objectives and plans.
* Experience in project management and project management tools and approaches to document and deliver projects.
* Experience of collaboration with different stakeholders, teams and services, working across organisational and professional boundaries to achieve common goals.
* Experience of complex data with multiple information components in both qualitative and quantitative formats.
* Exposure and involvement in different approaches to capture and share learning from projects both within the team and wider trust, supporting scale and spread.
* Evidence of supporting projects and service improvements as a senior manager in a complex organisation.
* Experience of working in the NHS.
* Experience of line management and/or supervising.
* Experience of coaching and/or facilitating change with teams and services.
* Practical application of improvement methodology, tools and techniques such as Lean, Model for Improvement.
* Good understanding of IT and databases for tracking performance and for data analysis.
* Ability to plan and support a project from conception to completion.
* Ability to facilitate others to map and analyse complex process and procedural issues supporting generation of creative solutions.
* Proficient in crafting and presenting complex project reports to diverse audiences, effectively influencing decision‑makers.
* Skilled in effective negotiation and persuasion, even in challenging situations, to drive changes and achieve project milestones.
* Developing skills in facilitation for teams, groups and workshops.
* Ability to facilitate the development of new and innovative ideas with key stakeholders and teams around a shared priority.
* Demonstrating the ability to anticipate and resolve problems before they arise.
* Within the scope of a project demonstrate emerging strategic thinking to anticipate and resolve problems proactively.
* Good organisation skills and the ability to work on own initiative and to tight deadlines.
* Able to build relationships and communicate effectively with various stakeholders.

* Advanced IT and keyboard skills, including working with Microsoft 365 and MS Teams.
* Previous experience on a major Health Service project.
* Confident understanding and awareness of service improvement tools and techniques.
* Knowledge of up‑to‑date developments within the NHS including policy and strategy documents.
* Demonstrate a understanding of hospital services and systems.
* Presentation and training delivery skills aligned to the role.
* Knowledge and skills in use of Power Bi.
