Develop appropriate relationships with external parties to help progress opportunities and winning submissions. Secure work by value and type to meet Barhale's objectives. Work with the Proposals Director to develop customer solutions and prepare responses. Oversee all quality, technical and commercial aspects in accordance with company procedures. Develop “best practice” systems and processes and implement across the other regions. Maintain and build relations between the Walsall office and other offices and regions.Key ResponsibilitiesIdentify business opportunities that align with Barhale Business Strategy and (where appropriate), find appropriate companies with whom to form partnerships and to provide support in developing PQQ & Tender responses.Review Barhale Business StrategyLiaise with other offices, regions and partners to identify opportunities to meet that strategy.Review Client Business Plans and understand Client business requirementsDevelop those opportunities into PQQs or tenders seeking bid writing support as required.Develop business relationships with external parties to support responses to PQQs or tendersAllocate opportunities to bid managers to prepare responsesComplete Go/No Go assessmentChair Weekly Tender and Marketing review meetingsDevelop and implement strategies for winning bidsReview tender documentation to identify and record key requirements and risksLiaise with Directors, Regional Managers, Proposals Director and external parties, to develop bid strategies.Oversee and lead bid teams in the planning and delivery of PQQ & Bid submissions in line with agreed strategiesDeliver PQQs and Tenders in line with corporate procedures and guidance, including arranging commercial reviews, writing compelling responses with technical input from regional technical teams and managing kick-off, mid-tender and adjudication meetings.Be the point of contact with customers during the tendering processHandover to Operational teams at contract awardFor complex bids, support the operational teams in the transition period of new contracts or when neededOversee the preparation of "handover packs"Present basis of bid (non-estimatingComplete Case Studies to maintain tender collateral and present key customer requirementsCompliance with corporate governance requirementsDevelop best practice business development processes across the Barhale business.Ensure bids are prepared promptly, in accordance with company proceduresEnsure that Adjudication meetings are arranged and an appropriate sign-off is achievedEnsure sign-off of any significant post-tender amendments by an authorised personManage Bid Manager and administrators as a Line ManagerTrainingEnsure that the Competency Matrix is delivered for each new estimator and document achievement to ensure the correct level of training is both delivered and applied Essential:Engineering or commercial backgroundExperience in managing teams in researching the marketplace, understanding the Client's business strategy, marketing and biddingUnderstand commercial aspects of bidding, including risk managementProficient in writing informative content for tenders and PQQs.Chartered, Incorporated or similarBusiness Improvement and process management skillsAble to review and improve written bid submissionsDesirable:Knowledgeable of working within the built environment, ideally Civil/MEICA sectorsCaring and investing in youOur values have been embedded at Barhale for over 40 years, and they are our guiding principles regarding how we care and invest in people.
