Warrington Borough Council has embarked on a significant transformation journey following a Best Value Inspection in 2024, which identified the need for wide-ranging improvements across the organisation.
In response, we have submitted our first Improvement and Recovery Plan to Ministerial Envoys, setting out how we will address the required Ministerial Directions and deliver lasting change.
A central challenge for the Council is achieving long-term financial sustainability. We are currently addressing a substantial four-year budget gap, alongside the implications of our commercial portfolio and the requirement to finalise several years of unaudited accounts.
This means we must make difficult but essential decisions about how we operate, focusing resources on developing lean systems, optimising available technologies and investing in those services that make the greatest difference to residents’ lives.
Our Improvement and Recovery Plan sets out eight key themes that will guide our transformation:

It is a career defining role, working alongside LGA colleagues, Ministerial Envoys and engaging with our highly skilled and experienced teams on our finance transformation journey. This role will report directly to the Executive Director of Finance.

Interview will be a pre-set question, formal interview and an informal meet and greet with key stakeholders. The formal interview will include the Section 151 Officer and Executive Director of Transformation.
The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
DBS clearance is required.
