Licensing Officer Permanent Grade C - £35,412 - £44,075 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.50 hours per week Houses in Multiple Occupation (HMO) represents the highest risks to tenants as regards fire safety and overcrowding. In Birmingham City Council we want to ensure that residents of this type of accommodation are living in a safe and good standard of accommodation. There is a vacancy within the Team, for a HMO Licensing Officer. The HMO Licensing Officer position is responsible for licensing Mandatory HMOs and enforcing the relevant standards relating to them. What you will do Operate the Council’s agreed HMO Licensing procedure Visit properties to determine HMO status and investigate allegations of unlicensed HMOs Advise tenants, landlords, and agents on licensing requirements Assess licence conditions based on property size and layout Inspect HMOs under Part 1 of the Housing Act 2004 and prepare statutory notices Investigate breaches of HMO licensing, conduct interviews under caution, and prepare reports for civil penalties or legal proceedings Represent the Directorate in Court and Tribunal hearings Contribute to policy and procedure development following legislative changes Provide monitoring data and participate in corporate working groups About you We are looking to appoint a person who is initiative-taking and wants to continue to progress our work to improve standards in the private rented sector and develop their skills. You will need to have; Knowledge of Housing Legislation and the policies and procedures relating to the Private Rented Sector, including the Licensing of Houses in Multiple Occupation(HMOs) Excellent investigative, intelligence gathering and problem-solving skills Confidence and able to challenge in a positive and constructive manner. Resilient, adaptable, and flexible.
