To be the principal operational and strategic lead responsible for managing and delivering Transactional Finance Services for the Council, with a budget responsibility of circa £3 million per annum.
To lead on the modernisation of Transactional Finance, delivering service transformation and meeting the strategic channel shift required by the ‘digital first’ corporate strategy.
To ensure accounts payable, accounts receivable, and banking functions are managed effectively within the Transactional Finance team to meet internal and external customer needs.
To be responsible for the operational administration, management, and development of:
* The council's SAP accounts payables and receivables functions and services, including payables related to adult social care through Mosaic.
* The council's SAP master data and user management functions and services.
To manage the Council’s sundry debt programme and oversee payments of SAP AR invoices totaling £620m annually.
Responsibilities
1. Drive the implementation and further development of Transactional Finance, focusing on operational efficiency improvements.
2. Achieve performance targets and ensure quality service from the accounts payables and receivables team, credit control, SAP management, banking team, and contractors.
3. Support delivery of efficient services to provide value for money.
4. Improve customer relationships through better service delivery.
5. Provide expert analysis and advice on accounts payable, receivables, and SAP functions.
6. Offer high-quality financial information and advice to budget holders and senior officers.
7. Promote principles of centralized shared services to meet service objectives.
8. Support effective financial control across processes within and outside Transactional Finance.
9. Supervise staff and contractors as needed.
10. Ensure integrity and control of AP/AR/Banking functions in line with audit recommendations.
11. Maintain the integrity of SAP master data and other support functions.
12. Ensure financial control of all Exchequer systems and interfaces through reconciliation and reporting.
13. Control income and banking systems interfacing with SAP and AIM, including governance around income collection and management.
14. Develop automation in service areas, including robotics and AI.
Knowledge and Qualifications
Relevant degree, MAAT, CCAB qualification, or equivalent experience; knowledge of local government finance, accounting, and regulations; experience in change management within local government.
Experience
Senior management experience in local government services, including financial reporting, forecasting, staff management, and implementing major change initiatives.
