UKRI Salary: £46,743. Band: UKRI Band E. Contract: Fixed Term (24 months). Hours: Min 0.7FTE/Full time. Location: Polaris House, Swindon - Hybrid Working Available. About the Role The Information Governance group supports UKRI in meeting its legal obligations relating to Data Protection legislation, the Freedom of Information Act, and Environmental Information Regulations. The Information Rights Manager - International will work with the Senior Information Rights Operations to deliver a work programme to support international research funding activities. As an international specialist within Information Governance team, they will work closely links with UKRI International policy and fund teams to build a deeper understanding of UKRI international activities and address the associated information governance challenges. You will provide expert advice on information rights in relation to international funding activities to support compliance. Supporting a work programme that aims to deliver a robust framework to support international partnerships and meet data protection requirements for transfer mechanisms and safeguards, embedding best practice and enabling continuous improvement. Providing timely, high-quality advice and support to international funding teams, supporting data protection risk assessments, advising on agreements and data sharing arrangements for partnership activities and funding programmes, and supporting personal data breach incident management involving data transfers. You will provide advice to a diverse range of colleagues, including members of the executive and senior management. Working with the Head of Information Governance and others across the Group, they will play a key role in delivering a full information governance service for UKRI and ensuring effective governance, accountability, risk management and integrated assurance arrangements. They will represent information governance interests on UKRI and council groups and committees, and externally as required. Your Responsibilities Delivering a programme of work to enable effective management of personal and confidential data, including data sharing and personal data transfers relating to UKRI international research funding activities. This includes: Providing expert advice and assistance on the management of personal data, including data sharing and transfers relevant to UKRI international research funding activities. This includes advising on transfer mechanisms and safeguards, including contractual requirements, Undertaking transfer risk assessments for specific countries and jurisdictions, identifying appropriate approaches to data management, controls and risks, and undertaking data protection impact assessments where needed. Ensuring that effective procedures, guidance, reports and other templates are in place, and are regularly reviewed and updated in line with changing business requirements for international funding activities. Developing and implementing frameworks and protocols with international partners, addressing the requirements relevant to multiple activities. Monitor developments in information rights legislation, providing analysis of any implications for UKRI activities and developing proposals to address emerging issues and regulatory change, and disseminating information across the organisation as necessary. Supporting the personal data breach incident management process for incidents involving international funding activities and international partners, ensuring that incidents are managed effectively, actions are identified and monitored, and where relevant incidents are reported to relevant regulators. Assisting the development and delivery of information rights training, addressing international research funding partnerships and international data transfers, including targeted induction, awareness raising activity and specialist training as necessary. Providing expert advice on other areas of UK information rights legislation, such as the Freedom of Information Act and Environmental Information regulations, to support compliance and monitor and improve service delivery. This includes advice to international teams, and international partners and support on information rights requests involving international partnership information. Reviewing and resolving complex issues and complaints relating to information rights, and international partnerships, supporting others across the team when handling challenging or ambiguous queries, or raising reputational issues. Other duties as required, including providing support to other teams across the Group. Personal Specification The below criteria will be scored during Shortlisting (S), Interview (I) or both (S&I). Essential Appropriate qualifications in Data Protection, or comparable experience of working in these areas in a complex organisation (S&I). Demonstrable experience in providing specialist support on personal data protection to key stakeholders, including senior management, to projects and business change initiatives, to ensure compliance and alignment with information rights policies (S&I). A proven record of developing collaborative working relationships within a team and with stakeholders at all levels (S&I). Demonstrable experience in provision of high quality written and verbal advice suitable for all levels of staff including senior level decision-makers (S&I). Demonstrable experience of working on multiple workstreams and re prioritising work to meet changing business needs, often delivering to short deadlines (S&I). Proficient IT skills to support delivery of work, including an ability to use Microsoft Office packages (S).
