Scheme Delivery Manager - Construction Team

Rate: £350 per day - Inside IR35

Role Overview
Suffolk Highways is a long‑term highways contract secured in 2023 for up to 20 years. The contract delivers a wide range of highway maintenance and improvement activities across Suffolk. We are seeking an experienced Scheme Delivery Manager to support the delivery of high‑quality highway services. This is a hands‑on freelance role, responsible for managing site delivery, subcontractors, and multiple workstreams to ensure schemes are delivered safely, on time, and within budget.
Key Responsibilities
* Lead day‑to‑day site delivery of schemes ensuring compliance with health, safety, quality, and environmental standards
* Plan and manage programmes, resources, labour, plant, materials, and subcontractors
* Maintain high standards of site safety and environmental control
* Liaise with stakeholders including network managers, local authorities, designers, and community groups
* Ensure Construction Phase Plans, method statements, and safe systems of work are in place before work begins
* Ensure all site personnel and subcontractors are competent and fully trained
* Take ownership of project progress reporting and site records, including site diaries and as‑built information
* Support development of construction programmes, phasing plans, and method statements
* Build strong relationships with key supply chain partners
* Support Early Contractor Involvement, buildability reviews, and Traffic Management planning
* Contribute to Value Management and Value Engineering activities
* Ensure compliance with company procedures and reporting requirements
Required Experience & Qualifications
* SMSTS or IOSH
* CSCS Card
* HNC / Degree (desirable, not essential)
* Full UK Driving Licence
* Proven experience delivering highways or civil engineering projects in a site management / scheme delivery capacity
* Strong leadership, communication, and organisational skills
* Commercial awareness and cost control experience
* Proactive approach with the ability to identify and implement improvements
