Job overview

The North Central and East London (NCEL) CAMHS Provider Collaborative is made up of five community and mental health trusts, led by East London NHS Foundation Trust, working together to deliver a joined-up new model of care for CAMHS Inpatient services across North Central and East London. NCEL Provider Collaborative, is committed to working together to provide high quality, accessible care for patients as close to their homes as possible. NHSE recently published a refreshed Developmental Specification expanding the model of care to include intensive community services as alternatives to admission.

Main duties of the job

This role will be key to the delivery of strategic plans and the commissioning of new services to support the delivery of the overarching objectives of the Provider Collaborative and delivery of the NHSE transformation programme. In partnership with service users and clinical leads, the role will lead on all aspects of the commissioning of a portfolio of key service developments, in line with NHS local and national policies, with a focus on quality of care and delivering improved outcomes for children and young people with a focus on effective use of resources.

Education, Professional qualifications and training



Essential criteria

* Educated to masters degree level or equivalent level of experience of working at a senior level in specialist area

Desirable criteria

* Further professional qualification
* Evidence of continuous personal and professional development
Knowledge and Experience



Essential criteria

* Experience of staff engagement / Management and motivation to improve performance
* Experience of leading service and/or transformational change
* Experience of managing complex problems
* Experience of financial and contract management
* Demonstrates effective partnership working with internal and external stakeholders across a range of levels including service users (CYP and Parents and Carers)

Desirable criteria

* Knowledge of universal and specialist services in the children and young people health and wellbeing pathways
* Knowledge of wider healthcare and social services
Skills and Abilities



Essential criteria

* Ability to develop and maintain communication with people about difficult and complex matters and/or in difficult situations, varying language and style as appropriate
* Sound knowledge, problem solving and improvement methodologies
* Ability to influence, negotiate and persuade regarding complex or sensitive issues
* Ability to work with CYP to co produce and develop services
* Ability to operate independently
* Ability to analyse a range of complex quality data and formulate action plans
* Good working knowledge of Microsoft Office with intermediate keyboard skills

Our Community

We provide a wide range of community health and mental health inpatient services to children, young people, adults of working age, and older adults in The City of London, Hackney, Newham, Tower Hamlets, Bedfordshire and Luton. We also provide psychological therapy services to the London Borough of Richmond, and provide Forensic services to the whole of North East London. We provide services in urban and rural settings, sometimes in our inpatient units, but mostly in the community close to where people live. Integrated care is key in making the best use of resources and providing effective care.

Aiming High

We were rated 'Outstanding' by the CQC in 2016, were proud to be rated 'Outstanding' again in 2018 and continue to be rated 'Outstanding' in 2021. We were named in the HSJ's Top 10 best places to work in healthcare and were voted Provider Trust of the Year in 2018.
