As a key member of the Property and Economic Development team, responsible for a property portfolio consisting of commercial and heritage property assets, you will provide a range of services to deliver a comprehensive building surveying and construction service which includes providing professional advice, advisory guidance and services to stakeholders (internal and external) across all activities covered by the role.
Job Description
* Leading on specific projects, schemes, programmes of work and activities ensuring compliance with corporate policies, statute and regulations.
* Developing contract specifications to procure and delivery capital projects. This includes project management of delivery, management of contractors, monitoring and performance management.
* Assist in the management of a range of reactive and planned maintenance contract(s).
* Work with colleagues to ensure that the Property and Economic Development team provide a first class customer focused service for all internal and external customers which is focused on excellent delivery, service improvement and innovation, whilst maximising efficiency and performance.
Responsibilities
* Lead on preparing specifications, procurement and delivery of revenue and capital projects
* Commissioning of external advice (as required) to inform proposals and seeking necessary legislative consents
* Project manage delivery of projects/contracts (to ensure quality, time, budget and performance) including management of contractors, monitoring of milestones/targets and production of performance data (highlight reports/risk register etc)
* Assist with the day to day management of the repair and maintenance contract(s)
* Plan and organise regular site visits to ensure that all work meets quality standards and is compliant with regulations and contractual requirements and carry out site investigations (as the client) as required
* Lead on delivery of specific projects, schemes, programmes of work and activities ensuring compliance with corporate policies, statute and regulations.
* Prepare project briefs, specifications, drawings for procurement and commissioning of services and carry out risk assessments for improvement and refurbishment. Ensure that all schemes comply with all relevant planning and environmental legislation, building regulations, party wall procedures and the requirements of public utility companies
* Undertake contract administration duties/project management and site monitoring duties of relevant contracts ensuring compliance and quality control
* Provide advice to internal clients with respect to potential projects and other proposed actions, to the public in respect of council owned property and the team’s work programmes and liaise with outside agencies and partners as required
* Produce and present reports, briefings and presentations on projects covered by the role as required with regular reporting to senior managers on performance/progress
* Respond to elected member and stage 1 complaints
* Proactively contribute to change management by taking a systems thinking approach in order to identify areas for improvement
* Deliver services in accordance with key performance indicators, service standards and quality systems
* Lead on work priorities set by the Property Project Team Leader. Look for opportunities to bring in income streams into the council and horizon scanning for business opportunities, innovation and efficiency savings across the council
* Comply with relevant statutory legislation in relation to roles/duties
* Provide cover for the Property Project Team Leader as required
Skills Required
Ability to carry out site surveys in order to draw up accurate scale plans and elevations and to survey existing buildings to identify defects and their likely cause
Ability to create and implement project plans for construction works
Ability to sensitively negotiate solutions to problems arising with building works
Communicate effectively, orally and in writing and ability to give presentations to Committees and other parties as required
Ability to write clear and concise reports, letters, briefing notes, conduct meetings and discussions
Provide clear explanations of policies, give professional advice and judgment and make proficient logical decisions
Deliver an effective customer-focused service and create and maintain effective relationships with all customer groups including the public, elected members, other professionals and bodies
Use effective project management techniques for workloads and delivery of work to the required standard and corporate/project timescales including monitoring and reporting
Analyse and evaluate technical plans and drawings as well as technical and specialist supporting documentation
Ability to give guidance and provide a mentoring role for other members of staff and to contribute to team work and service improvement
Use effectively and efficiently standard office computer systems and corporate and specialist technical systems
Ability to collaborate with colleagues to share/provide information as required for activities/tasks
Ability to be flexible at all times and work under own initiative
Positive, optimistic outlook and a self starter who enjoys a challenge
Good analytical and data collection skills with excellent attention to detail and accuracy
Educational Requirements
Essential
A qualification in a relevant construction, contract or property related subject.
Evidence of competence in project management.
A good standard of general education and evidence of continued professional development.
Desirable
Educated to degree level or equivalent in a relevant discipline.
Professional membership of a relevant professional body eg RICS or CIOB.
Project management qualification eg Prince, equivalent learning from experience or willingness and ability to attain project management qualifications supported by the Council.
