About The Team
The Workforce Pay and Pensions (WPP) team sits at the heart of the Public Spending group, working closely with teams across Whitehall to set, deliver, and maintain the Government’s overarching policy positions on public sector pay and pensions. The team is also responsible for leading the implementation of the McCloud remedy. WPP plays a crucial role in managing public spending and delivering high-quality public services. Spending in this area is one of the largest public expenditure sectors, around £182bn annually. The team’s remit covers about one in every four pounds the Government spends.
Our work attracts significant media and parliamentary attention, emphasizing the importance of handling and engagement. The team includes policy officials and analysts, working closely with department-specific spending teams in the Public Services group. Building positive relationships with senior officials in other departments, lawyers, actuaries, and the Trades Union Congress (TUC) is essential.
About The Job
Key responsibilities include:
1. Leading the annual pay round process, which sets pay for frontline workforces including NHS staff, teachers, armed forces, and police. Collaborating with HM Treasury Spending Teams, Departments, Cabinet Office, No.10, and the Office for Pay Review Bodies to coordinate the government’s role in pay setting.
2. Producing economic evidence by drafting and publishing HM Treasury’s submissions to Pay Review Bodies, collaborating with economic, fiscal, and spending colleagues to create expert evidence and facilitate oral sessions.
3. Providing public sector pay policy advice, balancing competing objectives, contributing to wider public spending decisions, especially during fiscal events, and advising Ministers on industrial relations strategies.
4. Conducting analysis on public sector pay, estimating pay costs, and assessing impacts on the public sector premium, providing effective advice to Ministers.
5. Supporting parliamentary and communications work by preparing briefing materials, drafting responses to Parliamentary Questions, and managing press and public inquiries.
About You
You will hold an analytical degree, preferably in economics. You should be able to analyze and interpret quantitative and qualitative data to advise Ministers effectively. Building and maintaining stakeholder relationships, thinking creatively about complex policy issues, and driving forward a high-quality economic analysis are essential.
