1. Implement, direct and maintain the commercial framework across the Projects portfolio, ensuring alignment with customer contracts, legal requirements and EMCOR policies.
2. Lead the commercial management of projects from pre-contract through to final account, including cost planning, procurement strategy, valuation, change management and close-out.
3. Own and manage the Cost Value Reconciliation (CVR) process, ensuring accurate forecasting, cost-to-complete reporting and margin risk identification.
4. Manage contractual mechanisms in accordance with applicable forms of contract (e.g. NEC, JCT or equivalent), including compensation events, variations, early warnings and change control processes.
5. Provide clear and structured monthly commercial reporting to Head of Projects and Head of Commercial, highlighting performance trends, risks and opportunities.
6. Lead negotiations on valuations, interim applications and final accounts with both Client representatives and supply chain partners.
7. Provide commercial advisory support to the Small Works function, ensuring pricing consistency, cost discipline and appropriate risk management.
Establish strong working relationships with Project Managers, finance, and operational leads to ensure commercial and delivery alignment. Contribute commercial input to business cases, proposals and pricing submissions, ensuring robust risk and contingency allowances. Ensure effective subcontract procurement, including review of tender returns, benchmarking and recommendation reports. Support audit readiness and compliance reviews, ensuring documentation, records and governance controls are robust and defensible. Provide leadership and professional development to the Assistant Quantity Surveyor and commercial administration support, promoting a culture of accountability, collaboration and continuous improvement. Accountable for own professional development and continuous improvement of commercial competence.
About the role
Knowledge, skills and experience
8. Demonstrable experience as a Senior Quantity Surveyor within construction, M&E, engineering or FM project environments.
9. Strong working knowledge of recognised forms of contract (e.g. NEC, JCT or equivalent).
10. Proven experience managing forecasting, CVR processes and cost-to-complete reporting.
11. Experience leading negotiations and managing commercial risk in live project environments.
12. Strong commercial acumen with the ability to identify risk exposure and value opportunities.
13. Experience managing or mentoring junior commercial staff.
14. Excellent analytical, organisational and reporting skills.
15. Confident communicator, capable of engaging with senior stakeholders and operational teams.
Qualifications
16. Degree, HNC/HND or equivalent qualification in Quantity Surveying, Commercial Management or related discipline.
17. Membership of RICS or working towards chartership desirable.
18. Proficient in Microsoft Office and commercial management systems.
