As expectations from local authorities and regulators evolve, we are seeking a strategic and skilled Bid Writing Manager to lead our income generation efforts. This newly created role will be pivotal in shaping the organisation's funding future, ensuring services remain compliant, impactful, and financially sustainable.
Role Summary
The Bid Writing Manager will design and implement a comprehensive funding strategy for Pathwaze, securing new income streams outside of traditional housing benefit models. You will lead on the identification, writing, and submission of high-quality bids and proposals aligned with both internal service goals and external commissioning priorities, including criminal justice and MOPAC-related funding.
Key Responsibilities
1. Strategic Funding & Income Generation
* Develop and execute a long-term income generation strategy aligned with emerging local authority requirements and supported housing licensing frameworks.
* Identify and pursue funding opportunities from:
* Local authorities and statutory commissioners
* Charitable trusts and foundations
* Criminal justice funders (e.g. Ministry of Justice, probation, PCCs)
* Policing and crime reduction agencies (e.g. MOPAC)
* Central government and corporate partners
* Lead the development of competitive, outcome-led proposals that articulate service delivery, social value, and cost-effectiveness.
2. Bid Writing & Proposal Development
* Prepare persuasive, tailored bids across a range of service areas:
* Mental health and wellbeing (particularly for men)
* Substance misuse (drugs and alcohol)
* Employment, training, and education
* Gang exit and prevention
* Business start-up support
* Rehabilitation and reducing reoffending
* Therapeutic staffing and in-house counselling services
* Core infrastructure and organisational overheads
* Manage the full bid lifecycle: from research and partner engagement through to submission and follow-up.
3. Compliance & Policy Alignment
* Ensure funding submissions comply with local authority and commissioner requirements.
* Contribute to development of internal policies and frameworks, including:
* Client engagement and safeguarding
* Operational Support planning and risk assessments
* Governance, complaints, and house rules
* Licensing readiness and transparency documentation
4. Monitoring, Evaluation & Impact
* Create and maintain evaluation frameworks that align with funder and commissioner expectations.
* Produce high-quality reports to demonstrate service impact, value for money, and outcomes achieved.
5. Stakeholder & Partner Engagement
* Act as a key liaison with local authorities, commissioners, funders, referral agencies, and delivery partners.
* Represent Pathwaze at strategic funding meetings, public briefings, and sector events when required.
Person Specification
Essential
* Proven experience in bid writing and income generation, ideally within supported housing, social care, community development, or the criminal justice sector.
* Strong understanding of local authority commissioning models, housing benefit structures, and support funding.
* Exceptional writing, analytical, and project management skills.
* Demonstrable ability to produce compelling, evidence-led funding applications aligned with national or regional policy priorities.
* Experience working collaboratively with multidisciplinary teams and senior stakeholders.
Desirable
* Direct experience securing funding from criminal justice streams (e.g. MoJ, probation services, Police and Crime Commissioners).
* Familiarity with MOPAC funding streams and associated monitoring/reporting frameworks.
* Understanding of supported accommodation regulations and upcoming licensing requirements.
* Sector knowledge in one or more of the following areas: mental health, substance misuse, offender rehabilitation, or community reintegration services.
