The day‑to‑day coordination of the System Access Services (SAS) Office and of the Trusts Registration Authority (RA), and the general System Access processes. The quality of RA and system access management is fundamental to managing the legitimate relationships that control access to patient records.
Working independently and with initiative, the role provides an efficient and flexible System Access support service to the Digital Services Department.
Act as a Registration Authority Agent and assist in the introduction and development of Registration Authority procedures per the requirements of the NHS National Care Record Service (NCRS). The post holder will also coordinate a team of System Access and Registration Authority officers, managing their workloads, monitoring performance, and ensuring that training is provided.
Responsibilities
- Day‑to‑day administration of the Trust Registration Authority, including:
- Issuing smartcards to users who have been sponsored and who have suitably proven identities per the national RA processes.
- Updating user access profiles per sponsor’s requirements.
- Cessation and suspension of smartcard certificates per the sponsor’s requirements.
- Ensuring that RA policies and procedures are adhered to within own area of responsibility.
- Providing support to trust users and sponsors on process, hardware and application issues.
- Maintaining a register of all RA equipment, managing issuance and servicing of RA hardware, and ordering consumables such as printer ink ribbons and smartcards.
- Managing replacement of smartcard digital certificates as required.
- Escalating resolution of process, hardware and application problems that the post holder cannot resolve to the ICT Operational Support Manager.
- Initial investigation and reporting of smartcard security incidents.
- Training local departmental System Access Officers / Registration Authority Agents.
- Ensuring that all RA documentation/forms are securely retained and accessible under the National Policy.
- Managing workgroup set‑up and maintenance in the Smartcard national system.
- Attending Regional Registration Authority meetings.
- Provide first‑line support to NHS and local Care Record Service users regarding the use of NCRS smartcards and Role Based Access Controls.
