The Role:

As a Housing Delivery Manager, you can make your own powerful contribution to Westminster’s success. You’ll be at the centre of transforming how Housing Services operate in a high-profile local authority environment in the country – leading improvements that make a real difference to frontline colleagues and residents every day.

Working within the Housing Digital team, you’ll be involved in the day-to-day delivery of digital projects and products. Acting as the delivery manager for multidisciplinary teams, you’ll lead work from problem definition through to delivery, keeping a clear focus on user needs and outcomes. You’ll manage backlogs, plan delivery around releasable value, and remove blockers to keep things moving – all while simplifying processes, reducing reliance on manual workarounds and improving how services operate in practice.

You’ll work closely with Corporate Services, housing teams and external partners to coordinate delivery, making sure the right technical resources are in place and aligned to service needs. As the main point of contact for your projects, you’ll communicate progress clearly, manage expectations and ensure decisions are grounded in a real understanding of frontline pressures. You’ll also introduce and use performance measures to track impact, acting on feedback and ensuring value is delivered.

While you won’t have direct line management responsibility, you’ll play a key role in coordinating teams and supporting others. You’ll guide colleagues, apprentices and junior delivery managers, helping build confidence and capability across the digital community. You’ll also support housing officers in understanding and adopting digital products, reducing friction and improving day-to-day service delivery.

Agile ways of working will be central to your approach. You’ll lead ceremonies, promote open and constructive challenge, and advocate for iterative, value-driven delivery. By coaching others and contributing to the wider delivery community, you’ll help shape how the organisation adopts modern, user-centred practices. Having the autonomy to lead delivery in a way that works, you’ll be supported by a skilled and collaborative team that values new ideas and professional judgement. Your work won’t just deliver features – it will improve services, reduce pressure on staff and create lasting change for residents.

About You:

You’ll bring experience working in a local authority or social housing setting, or a similar complex environment, with a good understanding of the challenges facing public services. You’re comfortable navigating the legal, financial and political context that shapes delivery, and understand the statutory responsibilities that come with it.

Having strong experience working with Agile and Lean tools and techniques, you’ll know how to apply them in practice to help teams deliver effectively. Leading multidisciplinary teams won’t be new to you – and you’ll be able to guide work across the full product lifecycle, from early idea through to continuous delivery and support, always keeping things user-centred and outcome-focused.

Communication is a real strength of yours. You’re able to influence and negotiate with stakeholders at all levels, manage expectations and facilitate conversations around risk, complexity and trade-offs. At the same time, you listen well, mediate where needed and can explain complex technical ideas in a way that makes sense to non-technical audiences.

Working across teams is second nature. You’re able to build strong relationships, bring people together and remove blockers to keep delivery moving. Whether it’s managing dependencies, addressing risks or maintaining momentum, you take a proactive approach and aren’t afraid to step in and find solutions.

There’s a strong focus on improving how things work. You’re able to spot inefficiencies, challenge existing processes and support teams to adopt better, more effective ways of working. Planning across multiple services or products will feel familiar too, including managing dependencies and adapting plans as priorities shift.

Alongside this, you’ll bring a good understanding of modern technology – including cloud and architecture – and an awareness of frameworks such as DDaT. More importantly, you’ll know how to apply that knowledge in a practical way to support delivery and improve outcomes. Overall, you’re someone who is collaborative, adaptable and focused on making things better –for teams, for services and ultimately for the residents who rely on them.
