Programme Delivery Manager – Summary
The Programme Delivery Manager is a senior technology role responsible for ensuring that changes to existing technology or the introduction of new technology is delivered to meet agreed business requirements within the DVSA.
Responsibilities
* Drive a learning culture that promotes agile change to staff at all levels within the business, delivering projects, products and services that meet user needs.
* Use the most appropriate agile approach and lead teams across digital, data, technology and security fields.
* Ensure delivery of solutions that meet user needs in line with Agency strategy.
* Work with Product Owners and Service Managers to keep product roadmaps visible and prioritise the flow of work into delivery.
* Manage budgets, set targets and report on value delivered as part of wider DVSA commitments to public sector spend.
* Oversee the performance of cross‑functional agile teams in your service portfolio, potentially dispersed.
* Create an environment where teams can do their best work by fostering partnership and collaboration with suppliers.
* Support line managers to develop their own teams, enabling people to flourish and deliver excellent outcomes for the public.
* Occasional travel to other offices, including overnight stays, is required.
Qualifications
* Proven experience using agile project and delivery management methods to deliver successful digital services, projects and products.
* Proven ability to lead and develop highly skilled agile delivery teams who focus on delivering measurable value.
* Experience balancing multiple priorities and dealing with ambiguity.
* Experience matrix‑managing multi‑disciplinary teams and influencing non‑technical business stakeholders.
* Sound understanding of the fundamentals of iterative software development and incremental delivery approach.
* Ability to coach and lead on models for scaling delivery, ensuring strategy for managing technical dependencies and frequent integration is enacted.
* Excellent knowledge of modern digital technologies and technical architectures, including open source and open standards.

Working Conditions
* Minimum of 30 hours per week, with part‑time applicants welcome.
* Hybrid working: expected to spend at least 60% of time at a designated workplace, with flexibility for travel.

Nationality Requirements
* UK nationals, nationals of the Republic of Ireland, Commonwealth countries with right to work in UK.
* EU, Switzerland, Norway, Iceland or Liechtenstein nationals and family members with settled or pre‑settled status, or valid EUSS application.
* Individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS before 31 Dec 2020.
* Turkish nationals and certain family members who have accrued right to work in the Civil Service.
Selection Process
1. Stage 1 – Sift of CV and personal statement.
2. Stage 2 – Interview & presentation. Candidates will create and deliver a presentation and may be assessed against behaviours and technical skills.
