The Opportunity
Braintree District Council is embarking on an exciting transformation journey as it moves into a unitary Authority in 2028. We are seeking a dynamic and forward-thinking Manager to join our Operations service to lead, guide, support and motivate our grounds maintenance and street cleaning teams.
About the role
As the service manager within our parks, open spaces and street scene department, you will manage the day-to-day operations of these teams, supervise employees, ensure compliance with statutory requirements, and contribute to the Council’s objectives and reputation.
Duties of the role include
* Provide high-quality, customer-focused services.
* Provide operational leadership, support, motivation and development to supervisors and team leaders.
* Manage and supervise external contractors involved in day-to-day delivery of services.
* Regularly review working practices and procedures to optimise resource use.
* Manage corporate projects.
* Assist in managing budgets.
* Monitor sickness absence and performance.
* Undertake investigations as necessary (e.g., service complaints, disciplinary matters, vehicle accidents).
About the team
These high-performing teams keep the district clean and green, and provide essential services to the community and visitors. They look after play areas, nature reserves, car parks and public spaces to ensure the environment is safe, clean and pleasant.
About you
To lead effectively, you will need experience of people management and budget management, knowledge of health and safety legislation, excellent interpersonal, negotiation and communication skills, and IT literacy with the ability to produce and analyse reports.
Accountabilities
* Oversee the provision of high-quality, customer-focused services by Street Scene Teams, aligned with the Council’s Corporate Objectives.
* Provide operational leadership and development to supervisors and team leaders; coordinate with Operations staff for cohesive service delivery.
* Manage external contractors involved in day-to-day delivery of services.
* Regularly review practices to optimise resource use.
* Participate in partnership working to ensure best practice.
* Drive a culture of continuous improvement and respond to changing customer, service and legislative requirements.
* Lead team meetings, prepare agendas, take minutes and chair as required.
* Assist in managing corporate projects and budgets within reporting lines.
* Monitor sickness absence and take appropriate action, including attendance at review meetings and panels as required.
* Undertake investigations (e.g., service complaints, disciplinary matters, vehicle accidents) as required.
* Maintain effective communication and industrial relations with Trade Union representatives.
* Handle service requests and corporate complaints with thorough investigations and corrective actions.
* Ensure health and safety compliance and staff wellbeing, with staffing levels that reflect service demands.
* Prepare reports and statistics; work with other managers to ensure seamless service delivery.
* Respond to requests and complaints promptly, meeting corporate deadlines.
* Ensure staff demonstrate a customer-focused, professional attitude and represent the Council well.
* Escalate or resolve operational issues as appropriate.
* Carry out compliance checks on vehicles and plant to meet Operator’s Licence requirements.
* Investigate complaints, road traffic incidents and health and safety incidents and report as required.
* Coordinate with Transport Manager & Plant Workshop to maintain vehicles, plant and equipment in line with road transport legislation.
* Manage the Open Spaces Assistant in relation to open spaces furniture, allotments, play areas, etc.
