Investigations Team
is one of many parts of CPOS which plays a vital role in protecting the integrity, security and revenue of Transport for London's services. With a focus on tackling fare evasion, non-compliance and regulatory breaches, the team is a dynamic and collaborative environment where analytical thinking, legal insight, and operational awareness come together to make a real impact across the capital.
As
Senior Investigations Manager
, you'll shape the strategic direction and lead the day-to-day delivery of enforcement-related investigations across TfL. From overseeing high-volume, sometimes complex and regulatory cases to guiding a skilled team of investigators, you'll ensure every investigation meets the highest legal, ethical and professional standards. Acting as the operational lead for investigations activity, you'll work closely with colleagues across the organisation to drive consistency, rigour and impact.
The nature of this role will require some flexibility on working hours, which may include occasional nights, weekends and bank holidays, including duty cover.
Vetting: This role demands non-Police personnel security vetting (NPPV2) and a Counter Terrorist Check (CTC), both of which are not subject to the terms of the Rehabilitation of Offenders Act 1974 (updated Failure to pass or maintain these vetting standards could result in the withdrawal of any job offer, or termination of employment.
Key Accountabilities
Your duties will include, but not be limited to:
* Lead the strategic delivery of investigations activities, ensuring we seek first to prevent issues arising or to reduce financial risk and protect TfL's reputation
* Oversee high-volume and sometimes complex investigations, identifying lines of inquiry, gathering and reviewing evidence, and recommending appropriate action, including legal proceedings where necessary
* Collaborate with specialist investigators and subject-matter experts to ensure investigations are thorough, compliant, and professionally executed
* Monitor emerging trends, technologies, and external developments to assess their impact on TfL's operations and inform investigative strategy
* Communicate the Investigations strategy clearly, aligning it with TfL's wider vision and values, and inspiring commitment across the team
* Set and manage performance objectives for the Investigations team, ensuring delivery against business goals and taking corrective action when needed
* Develop the Investigations strategy and maintain operational policies and procedures for investigations, ensuring consistent application and compliance with internal and external standards
* Support professional development across the team, identifying training needs and providing coaching and informal learning opportunities to build capability
* Ensure all investigative activity complies with relevant legislation, regulatory codes, and TfL's internal policies to minimise risk and uphold public trust

Knowledge
* Relevant professional qualification such as Accredited Counter Fraud Specialist (ACFS); Advanced Professional Certificate in Investigative Practice (APCIP); Accredited Counter Fraud Examiner (ACFE) or equivalent. (Essential)
* In-depth knowledge of the criminal justice system including relevant legislation with associated points to prove, file preparation and CPIA (Disclosure) guidelines (Essential)
* In-depth knowledge investigative methodologies and ways of working (Essential)
* Proficiency in case management systems and data analytics platforms (Essential)
* Strong knowledge of relevant law & legislation, such as the Fraud Act 2006, GDPR, PACE (Essential)
* Degree level of education or equivalent or experience (Desirable)
* Knowledge of Taxi & Private Hire Regulations, TfL Byelaws & Conditions of Carriage, Railway / Transport Ticketing Systems (Desirable)
Experience
* Extensive experience in investigation, including managing complex cases (Essential)
* Experience working with regulatory bodies, law enforcement, or prosecuting authorities (Essential)
* Excellent stakeholder management and communication skills, able to write clear, concise, and structured reports (Essential)
* Proven leadership experience at a senior level in managing investigation teams or functions (Desirable)
