We’re looking for two motivated and experienced Planning Enforcement Officers to join our team for a two-year fixed term. In this role, you’ll play a key part in ensuring compliance with planning regulations, helping to create clarity and fairness in housing across the borough.
You’ll be part of a high-performing, award winning, customer-focused service dedicated to protecting and enhancing Enfield’s built and natural environment.
What You’ll Do
1. Manage a caseload of priority and project-led enforcement investigations—gather evidence and recommend proportionate action at each stage.
2. Lead complex investigations into planning breaches, working closely with colleagues in Private Rented Housing, Development Management, and other frontline services to deliver joined-up solutions for residents.
3. Collaborate effectively within a supportive team—sharing knowledge and working flexibly across service boundaries to tackle issues such as unauthorised HMOs.
4. Handle appeals on your cases—prepare statements, liaise with legal teams, and represent the Council at hearings when required.
5. Apply enforcement tools including stop notices, breach of condition notices, Section 215 notices, and advertisement controls—monitor compliance and pursue prosecutions where appropriate.
6. Act as a key contact for residents, stakeholders and businesses—communicating clearly, conducting site visits, and resolving issues with empathy and professionalism.

What We’re Looking For
7. Working knowledge of planning legislation and enforcement policy.
8. Proven experience in planning enforcement, including case management, appeals, and legal proceedings.
9. Ability to meet deadlines and performance targets while managing a personal caseload.
10. Strong ability to manage challenging situations with empathy and professionalism.
11. Experience of collaborative working across council services and within a supportive team.
