About The Job
Job summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs over 12,000 MOD Civil Servants located at over 300 locations. Our diverse workforce includes trainers, human resources, teachers, psychologists, storekeepers, financiers, project and programme managers, and policy secretariat staff, delivering key outputs for the Army.
We are recruiting an experienced finance professional to support the management of the Chief of Staff's bottom-level budget within the Field Army. You will oversee a multi-million-pound budget, collaborating with stakeholders and reporting to budget holders. Your role involves providing advice on affordability, value for money, business planning, and budget performance insights.
This position is advertised at 37 hours per week. Please note, the Army is reviewing its Finance and HR Operating Models. Currently, this role is deemed to have an enduring requirement, with no immediate changes anticipated.
Job Description
Responsibilities include but are not limited to:
* Providing high-quality financial advice and management data to support decision-making and managing budgets within financial rules.
* Supporting budget setting, reviews, and prioritization exercises with budget holders.
* Building relationships with stakeholders and understanding business drivers to develop credible financial plans.
* Analyzing and explaining key variances, identifying risks and opportunities.
* Driving financial performance and collaborating with stakeholders to meet targets.
* Delivering ad-hoc analysis and presenting information to support decision-making.
* Advising on policy compliance and controls.
* Proactively identifying opportunities to improve service quality and efficiency.
* Applying sound judgment and innovative solutions, seeking advice on complex issues.
Person Specification
Essential Skills
* Technically proficient, highly numerate, with a successful track record in financial management.
* Excellent communicator, capable of engaging at all levels.
* Flexible, adaptable, and solution-oriented.
* Experienced in stakeholder collaboration and team leadership.
* Proficient in data analysis and interpretation.
* Skilled in presenting to senior management.
* Willing to travel for stakeholder engagement.
* Level 4 accounting qualification (e.g., AAT, CIMA) or working towards it.
* Experience within the finance community.
Qualifications
Level 4 accounting qualification (AAT, CIMA) or equivalent, or current pursuit of such.
