Your role and responsibilities Reporting to the Asset Manager for Carriageways Footways and Street Furniture you will define and propose maintenance works programmes for highway assets in accordance with the strategy and policies of Suffolk Highways and Suffolk County Council. Leading a team of Technicians, you will be required to derive forward works programmes for Carriageways, Footways, Road Markings, Road Signs and Street Furniture with annual works programmes valued in excess of £18m. Taking asset data and developing this into forward programme of work to achieve the corporate objectives is key to this role. In addition to this you will assist in providing a responsive service for public enquiries relating to these activities and to ensure that, through Infrastructure Operations (including its supply chain partners), Suffolk County Council is complying with its statutory duty to maintain a safe and serviceable highway network. You will need foundation degree, degree or diploma qualified (or equivalent) in civil engineering or significant relevant experience in highway infrastructure maintenance preferably working towards Chartered or Incorporated Engineer status membership of or working towards a relevant Professional Institution good knowledge of relevant policy, codes of practice, design and construction standards for highway infrastructure maintenance detailed knowledge of highway maintenance materials and techniques in-depth knowledge and practical application of highway/finance law, guidance and processes in the highway infrastructure maintenance environment good understanding of relevant health and safety legislation and codes of practice (including the CDM Regulations 2015) excellent understanding of asset management, including whole-life costing excellent organisational and project management skills and ability to determine appropriate priorities for personnel excellent experience in developing economic solutions to highway infrastructure problems, including prioritisation, with sound financial management skills experience of working effectively and persuasively in a political environment, particularly with Councillors strong communication skills (in person and in writing) with an ability to build relationships and interact clearly and effectively with stakeholders.
