The Role
The Quality and Improvement Officer supports the delivery of Adult Community Learning’s Quality and Improvement Strategy by coordinating activity that drives excellence across teaching, learning and assessment for Apprenticeships and employer based learning provision or Vocational and academic qualifications.

Adult Community Learning (ACL) is ECC’s provider of lifelong learning experiences for Essex residents. ACL offers qualifications to help people move nearer to, enter or progress within the workplace or gain skills to enhance life chances. The service focuses many of its programmes and activities on the hardest to reach communities within Essex. ACL learners have access to a diverse range of accredited and non-accredited courses which encourage creativity, healthy lifestyles, social inclusion and engagement.
The Quality and Improvement Officer supports the delivery of ACL’s Quality and Improvement Strategy by coordinating activity that drives excellence across teaching, learning and assessment. The role monitors and reports on quality-improvement actions, impact evidence and learner outcomes in line with Ofsted EIF, wider quality-assurance expectations and accordance with national and regional funding regulations. The role works collaboratively across curriculum sectors, workforce development and learner-support teams to embed a culture of continuous improvement and accountability.
The post holder will need strong organisational and analytical skills to monitor quality-improvement actions and report on impact evidence accurately. They will operate in a dynamic environment, balancing short-term compliance tasks with medium-term improvement planning, and will work within clear frameworks while collaborating across sector, workforce development, and learner-support teams. Excellent communication and relationship-building skills are essential to share findings and influence practice. Accountabilities
1. Coordinate quality-improvement plans (QIPs) and ensure accurate tracking of progress and impact to support quality improvements and enhanced learner outcomes.
2. Collate and analyse learner feedback, performance data and observation outcomes to support in identifying trends, inform decision-making, and drive continuous improvement.
3. Provide high-quality evidence and analytical insight to strengthen self-assessment reporting (SAR) to ensure compliance with regulatory frameworks and alignment with organisational priorities
4. Facilitate quality reviews, audits and deep dives to identify best practice and improvement priorities, identifying best practice and prioritising areas for development to enhance service delivery.
5. Support sector and service teams to develop, implement and monitor action plans that address identified improvement priorities and deliver tangible benefits for learners.
6. Support sector teams, to meet the requirements of external quality assurance with a range of awarding organisations, strengthening compliance, improving consistency of delivery, and securing positive outcomes.
7. Produce reports and dashboards evidencing the impact and effectiveness of improvement activities which support and informs future planning.
8. Contribute to workforce development through sharing insights and best practice across teams, contributing to professional development and embedding a culture of continuous improvement.
9. Work closely with Digital, Learning Support and Sector Leads to ensure alignment with Ofsted EIF 2025 and compliance with national and regional funding regulations.
10. Specific individual and shared objectives defined annually within the performance-management framework.
The Experience You Will Bring
11. Educated to RQF Level 4 or above, with qualification in education or quality, and ideally formally evidenced training in performance management or data analysis, or equivalent by experience.
12. Evidence of CPD and expert knowledge in relevant professional area such as quality improvement, curriculum development, or educational compliance.
13. Proven experience in coordinating quality assurance or improvement activities.
14. Strong analytical and reporting skills with attention to detail with the ability to interpret data accurately and present findings clearly to inform decision-making.
15. Understanding of current Ofsted Education Inspection Framework (EIF) and national funding compliance frameworks.
16. Excellent communication, collaboration and influencing skills with the ability to build effective relationships and drive improvement across diverse teams.
17. Commitment to safeguarding, inclusion and continuous professional development.
