The role
This is an exciting opportunity to join NRW's Land Regulatory Approaches team as a Senior Advisor. The role involves developing and improving NRW's agricultural regulatory activities, supporting the Lead Specialist Advisor, and collaborating with Policy and Operations teams to enhance regulatory capabilities. Responsibilities include developing NRW operational guidance, drafting briefing notes, preparing advice for Welsh Government, and designing and delivering training. The role may also involve working with external organizations and regulators to ensure coordination.
We seek a confident individual with experience or understanding of the agricultural industry, regulatory processes, and NRW's operations. The candidate should be comfortable working under pressure, managing multiple priorities, and eager to learn. NRW supports flexible working arrangements, and the position will be based near your home with a hybrid working pattern. Interviews will be conducted via Microsoft Teams. Successful candidates will undergo a DBS check. Appointments are typically made within 4 to 8 weeks of the closing date.
About us
The role is within the Land Regulatory Approaches Team, part of the EPP directorate, leading guidance development and training in areas including Agriculture, Forestry, Biodiversity, and cross-functional EPR.
What you will do
* Act as the primary contact with UK and Welsh Trade Associations, Government Departments, and environmental regulators to share information and develop operational policies and legislation.
* Maintain knowledge of the sector, legislative changes, and market developments impacting NRW and the sector.
* Support staff development through technical, legislative, and regulatory training.
* Lead and manage projects on complex issues to ensure consistent understanding and application by staff.
* Contribute to the team’s business and the directorate’s delivery plans.
* Mentor and coach Advisors to build technical and legislative resilience.
* Advise on evidence needs, manage evidence projects, and design monitoring frameworks to evaluate regulation interventions.
* Undertake health and safety duties as appropriate.

Your qualifications, experience, knowledge, and skills
In your application and interview, demonstrate:
* Knowledge of Welsh, UK, and EU legislation relevant to your sector(s) and policy drivers.
* Experience influencing government departments/regulators on environmental issues.
* Ability to build and maintain stakeholder relationships.
* Understanding and application of regulatory activities.
* Proven ability to work efficiently and deliver results.
* Innovation and drive to meet targets.
* Up-to-date knowledge of regulatory policy and legislation via professional memberships or equivalent.
Welsh language level requirements
* Essential: Level A1 – Basic understanding and ability to pronounce Welsh names correctly. NRW offers learning support to meet this requirement.
